Such behavior, manifested throughout the <strong>in</strong>stitution, has beena recurrent pattern <strong>in</strong> the daily lives <strong>of</strong> the staff <strong>of</strong> the DDPI. Accord<strong>in</strong>g OdiliaChavajay, Departmental Officer for <strong>Guatemala</strong>:There are many people who do not agree with our presence <strong>and</strong> it isvery difficult for us. We have meet<strong>in</strong>gs to <strong>in</strong>tegrate, but many peopledon’t accept us. People th<strong>in</strong>k he looks at us as fortune tellers <strong>and</strong> thereare those who come <strong>and</strong> say to me “look I dreamt this, can you tell mewhat it means”.Similarly, whilst the majority <strong>of</strong> <strong>in</strong>digenous PDH employees work as c leaners<strong>in</strong> the <strong>in</strong>stitution, those that enjoy positions as functionaries are cont<strong>in</strong>uallycriticized by their colleagues, for the form <strong>in</strong> which they write <strong>and</strong> speak Spanish<strong>and</strong> their alleged lack <strong>of</strong> capacity to analyze legal <strong>and</strong> political issues.Whilst racist attitudes cont<strong>in</strong>ue then to be manifest, <strong>in</strong>clud<strong>in</strong>g constantcriticism <strong>of</strong> the written <strong>and</strong> spoken Spanish language skills <strong>of</strong> high-level<strong>in</strong>digenous <strong>of</strong>ficials by Lad<strong>in</strong>o functionaries, such attitudes have dim<strong>in</strong>ishedover the last four years, partly as a result <strong>of</strong> the work <strong>of</strong> the DDPI with<strong>in</strong> the<strong>in</strong>stitution. However, it is evident that racism is deeply embedded with<strong>in</strong> Lad<strong>in</strong>oattitudes <strong>and</strong> perception, <strong>and</strong> serves to justify the predom<strong>in</strong>ance <strong>of</strong> Lad<strong>in</strong>o staffwith<strong>in</strong> medium <strong>and</strong> high level positions with<strong>in</strong> the PDH, despite the <strong>in</strong>stitution’spolitically correct <strong>and</strong> multicultural public discourse (Bastos <strong>and</strong> Cumes, 2008;Brett, 2008).F<strong>in</strong>al ConsiderationsThe racist state <strong>of</strong> the 1980s has been transformed radically from its formergenocidal self, characterized by the evolution <strong>of</strong> an unprecedented <strong>in</strong>stitutionalframework developed out <strong>of</strong> the peace agreements <strong>and</strong> aligned with the normative<strong>in</strong>ternational framework relative to the promotion <strong>and</strong> protection <strong>of</strong> the rights<strong>of</strong> <strong>in</strong>digenous peoples, the victims <strong>of</strong> the genocide <strong>of</strong> the 1980s. <strong>Guatemala</strong>’sgenocide was facilitated by historical <strong>in</strong>stitutional <strong>and</strong> structural racism thatdeterm<strong>in</strong>ed the actions <strong>of</strong> the <strong>Guatemala</strong>n state <strong>and</strong> def<strong>in</strong>ed the norms thatshaped <strong>in</strong>terpersonal relations, <strong>in</strong>clud<strong>in</strong>g those relations between victims <strong>and</strong>perpetrators <strong>of</strong> the violence <strong>and</strong> society as a whole, a society impervious <strong>and</strong><strong>in</strong>different to the atrocities that were carried out aga<strong>in</strong>st <strong>in</strong>digenous <strong>Guatemala</strong>ns<strong>and</strong> which did little to prevent them. Such a transformation is <strong>of</strong> key significancegiven that <strong>in</strong>digenous people have suffered centuries <strong>of</strong> systematic <strong>and</strong> extremebrutality <strong>and</strong> marg<strong>in</strong>alization from the state.STOCKHOLM REVIEW OF LATIN AMERICAN STUDIESIssue No. 6, March 201055
