Entonces, podemos compartir nuestras . ." expenenClas Olivier aprendi6 mucho. y aflora la organizacion y solidaridad de las comunidades andinas. que se ha perdido en Francia. en donde la gente se ha vuelto individualista. Ahora. en este proceso de cooperaci6n descentralizada. trata de ayudar, pero también aprende. En su opini6n. hay que consultar a la gente sobre 10 que quieren hacer. pues son ellos los que viven las dificultades y generan sus propios recursos. Olivier piensa que los indigenas no deben continuar coma excluidos social y economicamente, y sus particularidades culturales deben ser respetadas. En esta perspectiva, el entrevistado concluye que "debemos cooperar para lograr la igualdad a partir de la diferencia". COMENTARIO El problema de la cooperaci6n extranjera tradicional es la imposicion de enfoques. metodologîas y areas de trabajo. Esta entrevista permite constatar que se estan produciendo significativos cambios en los enfoques. pues la mirada de algunos promotores de la cooperaci6n descentralizada esta dirigida a comprender el funcionamiento propio de las poblaciones. a respetar sus decisiones y a promover intercambios entre los actores deI desarrollo.
