CARETAKER GOVERNMENT<br />
IGe leaves mark on new<br />
The applause was long and<br />
loud but there were some<br />
notable absentees yesterday<br />
when Iyad Allawi, Iraq's<br />
prime minister <strong>de</strong>signate,<br />
announced the much-antici- ,<br />
pated new car<strong>et</strong>aker government<br />
that will assume Iraqi<br />
sovereignty on June 30.<br />
Most notably absent was<br />
Adnan Pachachi, the former<br />
foreign minister who was<br />
UN envoy Lakhdar Brahimi's<br />
favourite candidate to<br />
become Iraq's first new presi<strong>de</strong>nt<br />
in 25years. He had earlier<br />
fallen on his sword after<br />
recognising that he had lost<br />
the support of colleagues on<br />
the Governing Council.<br />
Mr Pachachi was the victim<br />
,of a whispering campaign,<br />
mounted late in the<br />
day, alleging liberal views<br />
and an overly close relationship<br />
with the US..the occupying<br />
power in Iraq.<br />
Although the USappointed<br />
council dissolved<br />
itself yesterday, it did<br />
so only after having secured<br />
the prime minister and<br />
presi<strong>de</strong>nt posts for its own<br />
members. Mr Allawi, a secular<br />
Shia, was nominated<br />
prime minister last Friday,<br />
though he is not believed' to<br />
have been Mr Brahimi's<br />
favourite.<br />
Sheikh Ghazi al-Yawar, a<br />
45-year-oldSunni Arab with<br />
strong tribal links, had been<br />
the last presi<strong>de</strong>nt of the Governing<br />
Council. Yesterday he<br />
became Iraq's first postwar<br />
presi<strong>de</strong>nt. He will be assisted<br />
by two vice-presi<strong>de</strong>nts, a<br />
Kurd and a religious Shia<br />
Muslim lea<strong>de</strong>r.<br />
The presi<strong>de</strong>ncy has been<br />
billed as only a figurehead<br />
job, but Mr Yawar is likely<br />
to play an important ,role in<br />
one of the two important<br />
streams that characterise Mr<br />
Allawi's new government.<br />
That stream is an alliance<br />
of tribal lea<strong>de</strong>rs and former<br />
'governors, includiQg the<br />
new ministers of <strong>de</strong>fence and<br />
interior, who will be dominated<br />
by Mr Allawi and who<br />
will try to <strong>de</strong>al with Iraq's<br />
vicious security problems.<br />
They will be joined by at<br />
least one of the ministers<br />
without portfolio who is also<br />
,a tribal lea<strong>de</strong>r, and Iraq's<br />
new intelligence chief -<br />
