In such operations therefore, defence and securityforces need to look at strategy that utilises non-<strong>le</strong>thal technologies and warfareas an adjunct to conventional war. This requires changes to military doctrineand the incorporation of non-<strong>le</strong>thal weaponry in training, developmentand acquisition system. Reality in the field shows that most armed forces ofthe region are tailored towards conventional warfare. They lacked that equipment,resources and expertise that could be brought to provide relief speedilyand win hearts and minds of the help<strong>le</strong>ss victims and to support in bringingabout sustain development instead of engendering destruction of collateralmagnitude. It will also be necessary to formulate joint, multi-service systemsacross military services in a coordinated, collaborated and coherent mannerin the sub region in the interest of humanitarian operations.10.
