De nadruk van onze inspanningen ligt op de markten waarvoor we
gekozen hebben: documentbeveiliging en solar.
Hoogwaardige veiligheidsdocumenten
Een goede beveiliging tegen mogelijke fraude met dit soort documenten
wordt door de uitgevende instanties als belangrijk geacht en men
heeft de bereidheid om hierin in te investeren. In geval van vervalsing
of namaak kunnen namelijk economische en politieke consequenties
behoorlijk zijn. Daarnaast heeft het veiligheidsaspect extra aandacht
gekregen door de toegenomen dreiging van terrorisme.
De invoering van het electronisch paspoort is een duidelijk voorbeeld
waarbij de ICAO organisatie naar aanleiding van de aanslagen
ondermeer in New York en Madrid regelgeving heeft voorgesteld voor
reisdocumenten die door de Verenigde Staten, de meeste landen in
Europa en een aantal daarbuiten zijn opgevolgd. De verwachting is
dat in de komende jaren de overige landen ook een e-paspoort zullen
introduceren om een betrouwbaardere identificatie mogelijk te maken.
Voor landen die reeds een nieuw reisdocument hebben geintroduceerd
is de verwachting dat dit regelmatig wordt verbeterd en aanbesteed,
waardoor op langere termijn een stabiele vervangingsmarkt zal ontstaan.
Omdat de nationale identiteitskaarten verblijf en in vele gevallen ook
reizen mogelijk maakt , heeft de verbetering van dit document de
aandacht van de autoriteiten. In een aantal landen dient het rijbewijs
tevens als identificatie document en wordt betere beveiliging nodig
geacht. We zien voor rijbewijzen en identiteitskaarten een duidelijke
trend naar een kunststof document in creditcard formaat. De
verwachting is derhalve dat de hoogwaardige kaartmarkt de komende
jaren een verdere groei zal laten zien.
De tendens naar betere beveiliging zien we ook terug bij documenten
zoals geboortebewijzen, diploma’s en eigendomsaktes. Deze
documenten worden meestal als papieren document uitgegeven. Naast
het electronisch beveiligen middels centrale registers is er aandacht
voor het fysiek beveiligen van dit type documenten. Er zijn daarnaast
vele documenten zoals cheques, vouchers, en echtheidscertificaten die
niet via centrale registers gecontroleerd kunnen worden door het grote
publiek en aanvullende herkenbare beveiliging nodig hebben.
De bankbiljettenmarkt is een stabiele markt waar centrale banken
veel aandacht hebben voor beveiliging tegen vervalsen. Naast het
economisch risico heeft dergelijke fraude een langetermijn invloed
omdat gecompromitteerde denominaties vaak blijven circuleren. Dit kan
leiden tot verlies van vertrouwen in het chartale geld. Het controleren
van kenmerken zonder speciale hulpmiddelen door het grote publiek
die eenvoudig kunnen worden onthouden en herkent is een belangrijk
criterium.

High end security documents
Sufficient security against possible fraud with these kinds of documents
is deemed important by issuing authorities and they are willing to invest
in it. The economic and political consequences can be substantial in
case of fraud or forgery. Besides that, the safety aspect has received
extra attention due to the increased terrorism threat.
The introduction of the electronic passport is a clear example where the
ICAO organisation has, with regard to the terrorist attacks on New York
and Madrid among others, proposed regulations for travel documents
that have been followed by the United States, most European countries
and a number of other countries. It is expected that other countries will
also introduce an e-passport in the next years in order to enable a more
reliable identification. Countries that have already introduced a new
travel document are expected to regularly improve the document and
call for tenders, so that a stable replacement market will develop on the
long term.
Because national identity cards enable residence and in many cases also
travelling, the improvement of this document received attention of the
authorities. The driving license serves as an identification document in a
number of countries and a better security is deemed necessary. We see
a clear trend towards synthetic, credit card sized documents for driving
licenses and identity cards. It is therefore expected that the high end
card market will show further growth in the coming years.
The tendency towards better security is also seen in documents such as
birth certificates, diplomas and deeds of ownership. These documents
are usually issued as a paper document. Besides electronic securing
by means of central registers, the physical securing of these types of
documents receives attention. In addition to that, there are many
documents such as cheques, vouchers and certificates of authenticity
that cannot be checked by the public in central registers and need
supplementary recognisable security.
The banknote industry is a stable market where central banks pay a lot
of attention to securing against forgeries. Besides the economic risk,
such fraud has a long term influence because forged denominations
often keep circulating. This could lead to a loss of faith in fiduciary
currency. Security features should be remembered and recognised easily
and the public must be able to check them without the need for special
tools.
