In pursuit of solutions >> Brazilian exports of agricultural products are lagging behind, while imports are on the rise To work their way into foreign countries, Brazilian horticultural products still have a long way to go. The fact is, less than 2% of what is produced in Brazil is sent abroad, which, nonetheless, translated into the shipment of 262.3 thousand tons abroad in 2010 and revenue of US$ 213 million. Comparing the production and export figures of the year 2009, the rate remains at 1.60%. The imports of the segment, nevertheless, are bigger, maintaining and strengthening the negative trade balance of the sector: imports reached a volume of 865.5 thousand in 2010, at the cost of US$ 902.5 million. The foreign sales figures have been declining since 2007, the year that marked the highest amount sent abroad over the decade (366.2 thousand tons), and in 2008, the year that marked the highest revenue from exports (US$ 260.7 million. With regard to 2006, economist Nirlene Junqueira Vilela, of Embrapa Vegetables, in Brasília (FD), maintains that there was an increase: over these five years, the amounts sent abroad were slightly higher (2.54%) and revenue was up 32.27%. As to the recent receding volumes and the negligible expression of the Brazilian horticultural products in foreign trade operations, the researcher comments that the global economic downturn and the exchange rate policy have each their individual share in this question, but global supplies play a decisive role. Nevertheless, she understands that a major hurdle to exports is the commercial protectionist policy in force in other countries, which are increasingly launching non-tariff barriers in the international marketplace, and such barriers overwhelmingly involve agricultural products, where food safety is strictly required. >> BY ITEM The leading products shipped abroad are fruit, which also fit into the horticultural context: melon and watermelon, where the former stands out, of which, in 2010, 177.8 thousand tons were exported, down 6 thousand from the previous year. Water melon shipments abroad suffered a reduction of 10.7 thousand tons, remaining at 28.3 thousand tons. Tomatoes are also included in the major export items, and last year recovered part of the volume destined for abroad, with a total of 11.2 thousand tons, but still distant from the amounts exported at the beginning of the decade. There are also several other products, though less expressive in national consumption terms, finding their way into other countries, like sweet corn, which recovered its 2007 export levels, with a negotiated volume amounting to approximately 12.3 thousand tons last year. This is also the case of common ginger and peas, which also celebrated the shipment of higher volumes abroad, reaching 6.2 thousand tons and 4.1 thousand tons, respectively. Capsicum plants (pepper and red pepper), normally standing out in terms of volume, receded over the period: reaching 2.3 thousand tons. On the import side, potato, onion and garlic continue leading these operations, and they fill the gap on the national supply side. Potato exports, ranking second in 2009, have now climbed to the first position, reaching 276 thousand tons in 2010, against 173.3 thousand the previous year. Potatoes have exchanged positions with onions, which registered higher volumes coming from abroad, totaling 242.4 16
thousand tons, against 180.6 in the previous year. Garlic imports remained almost stable from one season to the next, soaring from 151.7 thousand tons to 154.5 thousand. Tomatoes, peas and lentils showed no changes in their import trend in 2010 and are still on the list of the most imported horticultural products, with volumes on the rise. The same list also contains vegetable seed imports, though a small decline was detected on that score. In general, imports of vegetables from abroad have been rising year after year. Comparing 2010 to 2006, the total figures went up 56.40% in terms of volume and 193.85% in revenue. As far as the foreign market is concerned, judging from the real figures, it is just one more challenge for the olericulture sector, in pursuit of solutions and business opportunities, in an attempt to ship bigger volumes abroad, while curbing the entrance of vegetables.
