Workshop on „Sustainable management of
risks due to natural hazards in the region of
South and South-East Asia“.
23-25 August 2005, Bangkok, Thailand
Organisation: Dr. B. Becker, NIDECO (Network
for Internat. Devel0pment and
Cooperation of ETH Zurich)
Prof. Dr. M.H. Faber, ETH Zurich
Prof. S.L. Ranamukhaarachchi,
AIT (Asian Institute of Technology,
Aloysius J. Rego, ADPC (Asian
Disaster Preparedness Center,
Prof. Ravi Sangakkara, UoP
(University of Peradeniya,
Sri Lanka).
A project proposal titled „Sustainable management
of risks due to natural hazards in the region of South
and South-East Asia“ had been drafted prior to the
workshop by a group of scientist of the ETH Zurich.
Some first inputs of AIT and ADPC were already
integrated into the proposal. The aims of the workshop
were:
1. to discuss and revise this proposal and to reach
consensus on the contents of the joint project;
2. to sign a Memorandum of Understanding (MoU)
between AIT, ADPC and ETH Zurich to establish
a long-term collaboration between these
institutions in the field of sustainable management
of risks.
The collaboration between AIT, ADPC and ETH
Zurich was officialised in a MoU signed on 25
August by Prof. Said Irandoust, President of AIT,
Dr. Suvit Yodmani, Executive Director of ADPC
and Prof. Dr. Michael H. Faber, ETH Zurich Chair
of Risk and Safety. A seperate working agreement
should also be signed with the Faculty of Agriculture
of the University of Peradeniya (Dean Prof.
Buddhi Marambe).
The opening session of the workshop on 24
August was chaired by AIT Prof. S.L. Ranamukhaarachchi,
with opening addresses by AIT President
Prof. Said Irandoust, ADPC Executive Director Dr.
Suvit Yodmani, ETH NIDECO Executive Director
Dr. Barbara Becker, Dean of the Faculty of Agriculture,
Peradeniya University (Sri Lanka) Prof. Buddhi
Marambe, Dean of AIT School of Environment
Prof. Chongrak Polprasert. The second part was
devoted to the presentation of the project by ETH
Prof. Dr. Michael H. Faber.
The group discussions were launched by NIDE-
CO Dir. Dr Barbara Becker asking everyone to formulate
their expectations, their areas of interest and
their concerns about the project.
Following explanations and discussions about
each of the twelve activities described in the draft,
Prof Faber came up with a modified approach and
suggested to redraft the proposal according to the
following concept (see Fig 1). The columns refer to
four demonstration projects covering initially the
two countries (Thailand and Sri Lanka) and the two
types of natural risks (quick and slow, respectively
the two types of sites: coastal areas and upland
areas), while the four rows refer to the cross-cutting
issues e-learning, GIS-based risk models, indicatorbased
risk assessment and teaching and exchange
programmes.
