Projektbericht
Activation policies have in many cases changed the
basic legal, normative and factual rules of access to
unemployment compensation and labour promotion
programmes. They have, to put it into more conceptual
terms, changed the underlying patterns of social
citizenship in many countries. It is argued that activation
policies have an unexpected – and partly unobserved
– impact on formal and informal structures in
people’s everyday life as well as on social structures
(e.g. on the labour markets or in the family). Designed
in order to enhance individual autonomy by increasing
their chances of re-employment of citizens they often
encroach upon the citizen’s autonomous decisions on
their respective life plans.
The book project “The impact of activation strategies
on social citizenship” will illustrate the added value of
a perspective which focuses on citizens’ rights and
practises and undertake more in-depth analyses of
activation policies in some EU member states. The
more inherent fundamental transformation of basic social
policy rules will be made visible in terms of new
institutional rules, normative orientations and social
practises. Each contribution of the book will focus on
a typical aspect of activation policies and illustrate the
policies’ impact in the respective country.
