Our basement flooded recently and one of the items totally damaged was an old trunk with the family historical records, scrapbook, and pictures in it. All these paper items are irreplaceable. How do I determine the amount deductible as a casualty loss for these items? A. There is no way, for federal tax purposes, to attach a dollar'amount to-"sentimental value." like any other item that is destroyed as a result of a casualty loss, only the loss of fair market value is deductible, and this will vary with items you describe. If, for example, you had an original photograph or letter signed by a prominent person (a president, for example), it may have considerable fair market value. In such a situation you should contact a professional appraiser. Items with no fair market value (although sentimentally valuable) would, in turn,- warrant no deduction. OCEAN CITY (N.J.) Clint will also be chairman of this year's "October's Twice As Nice Celebration," an idea he originally suggested four years ago. Laurie Berchtold easily fits into the "All The Good Things Wrapped Up In One" category. Hie reigning Miss New Jersey is a resident of Dory Dr. here and will be leaving Sunday to compete In the Miss America Pageant. A sign in front of city hall reads: "Good Luck Laurie Berchtold, Miss New Jersey," and we'll have a "send off reception for her 1 to 3 p.m. Saturday at the Music Pier, sponsored by the Chamber of Commerce and Retail Merchants Association. Laurie has appeared recently at Night In Venice and the city's Baby Parade; She has made numerous TV and special visits throughout the state. She will reign as Miss New Jersey through the spring of 1979. A student at Glassboro, Laurie is the reigning Miss Glassboro State College and is majoring in communications and public relations. The Martin Z. Mollusk Lookalike Contest is entering its sixth inglorious week with entries still straggling in. Among those claiming to bear close resemblance to our relatively famous crustacean are "Roy Softback" Hunt of Ocean City, "Tom Hardback," Secane, Pa., "C Batln," Turnserville, Herman C. Sandwalker, Collings Lake (who climbs trees for Steve Schuck), Harmony and Herman Evans, Villas, and numerous others. Winner will receive a Hermit Tree Crab frisbee, film to replace the roll used to take entry photo and a weekend in Ocean City next season. Clint Campbell shows public relations secretary, Josette Pileggi, the artwork for his centennial bumper sticker which will be available in about two weeks. The sticker will read: "All the Good Things Wrapped Up into 100 Years, 1879-1979, Ocean City, New Jersey." The stickers will sell for 50 cents with proceeds going to the centennial committee. The Concert Band of LaLu temple will present its IMh annual concert at the boardwalk Music Pier on Saturday at 8 p.m. The band combines 87 yean of fine music with extensive travel throughout North America and la considered one of the finest In fraternal bands. It is the first and oldest band In ahrinedom, organlxed October 18,1891. After the retirement of conductor emeritus, Noble Frank A. Cianflone, the band elected Noble Charles P. Eltericb aa music director • conductor. He became the sixth conductor in the band'* history. HURLEY Assembly Minority Leader Tbe authority of the governor to delete specific spending recommendations from the state budget without the need to veto the entire document gives the chief executive a substantial constitutional power, but he possesses yet another equally powerful weapon in his dealings with the Legislature— one given him by tradition and custom, rather than by law or the Constitution. Unfortunately, the incumbent governor has wielded this power to undercut the legislative process and avoid the clear constituional mandate that any bills he vetoes be returned to the Legislature for ' action—either to override it or sustain it. While the Constitution provides that bills passed by the Legislature be presented to the governor who then has 10 days to act, over the years a custom has developed in which the legislation is not presented to the governor until he requests it. If be does not request the bill, it Is not presented to him. Thus, it is conceivable that a bill approved by both houses of the Leglslatureat the beginning of the new session in 1978 could lie gathering dust until the session concludes at the end of 1979, a full two years. .And, any bills which have not been called for by the governor before the close of the two-year session are subjected to the pocket veto process which kills the proposals without sending them back to tbe Legislature for action because the Legislature which approved them originally is no longer in office. This custom of holding bills until the governor calls for them dates from the days when each session of the Legislature lasted one year and when nearly all major legislation was approved in one or two marathon year-end sessions. "Twice as Nice/ 9 especially when you can read about it twice a week, in the Ocean City ENTINEL-l/EDGER In those days, it was not uncommon for as many as 100 hula — many of them farreaching — to win legislative approval in a matter of a few days. Obviously, dumping this number of bills on the governor at one time would have created an enormous burden and left little or no time for an In-depth study by the governor's legal staff. Consequently, the custom new of holding the bills until the governor indicated he wanted them sent to his office. Today, however, the Legislature is in a continuous two-year session and the workload is spread out over 12 months a year. A legislator is aware, for instance, that he has two years In which to work toward winning approval of his bill, rather than the relatively few sessions as was the case several years ago. As a result, the work product is spread out over a much longer period of tune and the problem of dumping hundreds of bills onto' the governor at one time Is effectively eliminated. The custom, however, of waiting for the governor to ask for the bills remains. The extent of the problem can be seen in the action of the governor this past March when be exercised the pocket veto over more than 80 bills, Including such major proposals as restoration of capital punishment, silent meditation In the public schools, and the establishment of community standards regulating the sale of pornographic material. There has been pending for some time a proposed change In the Assembly rules to require that bills, after being approved by the Legislature, be delivered to the governor's office within 3D days If he does not call for them before that time. The adoption of the rules has been stymied by the majority party because of the governor's opposition to this provision and all efforts to resolve the situation have been frustrated. It Is, In my view, time for the Legislature to reassert Its Independence as a co-equal branch of government and to eliminate the anachronistic practice which permits the chief executive to amass powers beyond bis constitutional authority and to further undercut the rightful prerogatives of the Legislature. Orientation program set POMONA—New students to Stockton State College will be greeted by a 10-week orientation program of workshops and seminars sponsored by the Office of Student Services. The program, called "Pas8port,"lsnowinlts second year. Over 145 programs will be offered to acclimate students to the college life style academically and socially, noted Peter Mercado, director of Student Services. Mercado pointed out that an addition this year will be over 25career oriented workshops to introduce students to the college's 25 degree programs and career opportunities in those fields. An averageof four workshops per day will be offered Monday through Thursday beginning September 18. A special initial orientation program will offer 18 workshops on everything from taking notes to writing papers Thursday, September 7. "Passport has been made possible through a tremendous cooperativeefforton the part of faculty members and staff," said Mercado. Sure hope it "continues and maybe rain during the week and leave the 'weekends sunny for a change. Now that I've expressed my opinion on what the weather should do I shall get down to the business of telling you about my good fishing report. First of all there is the Jackell III doing its thing again with Capt. Jack Davidson and first mate Jack Jr. catching and releasing a marlin. Along with them were Ched Haab who caught a black fin tuna. Ed tells me that it is hard to identify, but it is not rare in these waters. LORAN RFD I Fish Finder Friend of the flounder FOR CHARTER using physchobeads and fishing southwest inside the 28mile wreck. The Tootsea Two with Capt. Marc Tickner and crew Mary Marley, Rich Hahn, John Flin and Oats O'Donnell along out did expectations at the G bouy in the inlet and caught flounder. They were using bucktail and minnows. John brought in a 5V4pounder. At the Corson's Inlet and on the beach was Keven King, age 10. He really outdid himself by bringing in a 7.7S pound flounder which he caught on squid. I immediately put him in the contest too. Capt. Chris Costalas on his Charlotte K with first mate Lee, crew Steve, Chris, Jimmy and John Sejuit went to the stonebeds and using umbrella rigs, dark spoones, and bananas brought home 24 blues and bonita that averaged 4 to 14 pounds. Capt. John Fuglio and first mate Anna, went in their Drifter and flounder fished in front of Harbor House. Using minnow he brought home flounder up to 8-pounds, 7 ounces. Garry Pbwel and first mate Rob did it again. They went to the stonebeds and using hoocheys and banas brought home 26 blues and one bonita. This time the crew he had was Ken Devine, Don Christensen, Rod Payette and son Randy, and Joel Eckman and son Dan. Good day's catch. The Conquest with Capt. Ben DiStefano went to the Baltimore Canyon Saturday. Along with him was Leon Lamson and Herman Wunsch. Thor captures Bellwoar trophy By a very close but decisive one-point margin, the happy young husband and wife team of Herb and Lyn Hitchon drove their flashy 24-foot Excalibur to victory over a very disappointed McKay Goldfinger racing team with George Zindel's Green Machine nosing out Andy Fan-ell's Papermate for third. The winners names will be engraved on the perpetual trophy and they will have possession of it for one year. Congratualtions to Herb and Lyn Hitchon, winners of the Bellwoar Trophy for 1978. Following a long standing tradition of the Ocean City Yacht Club, the present Commodore Gordon (Cub) Baer was initiated into the thrilling world of speedboating as he co-piloted for Walt DeMaris in Top Banana Too. Clocking speeds of 60 mph and better, "the boat was an easy winner and for the commodore, "one of the most exciting experiences of my life." Saturday will mark the end of the season for the speedboaters with the annual Labor Day Regatta. It will feature open races for all qualified boats. To check your eligibility, stop by the Yacht Club dock between 10:30 and 11 a.m. on Saturday and ask one of the officials. The highlight of the day will be the long established "Do la way Marathon." This is a speed run over the Yacht Club - Somers Point course. All are invited to enjoy some late morning hours of thrills and chills as the power boats doseout an exciting season. All favorites will be there plus some new ones. As always dress is casual, it's all free, and children are invited. I've found that ever since the movie "Jaws" came around there are more anglers fishing many people who made this successful year of speedboating possible. To thank them individually in this column would be impossible, but special mention must go to Dick Connelly and his crew who ready the course; to Charlie Dolaway and his patrol boat group; to the racing teams; to Harry Morris and his crew on the dock; the people in the tower who time the races; to FYed Rexon who calls all the action; to the governing body of the Yacht Club who sponsor the races; Walt DeMaris, chairman, and most of all to the public who come out on racing days to watch and cheer. I guess some people get a kick out of fishing for them. Not me! On bucktail and squid and also using top and bottom rigs the good Capt. Lew Wolf aboard his Jo-Le-Sue took the crew of Joe Brennen, Marty Braun, Don Bender and Ed Veith three miles off of Ocean City and caught 20 blues and nine weakfish that weighed 6 pounds to 10 pounds. That made their day great. On Sunday a lovely surprise came in. Wayne Fletcher bought a rell the night before and caught a wahoo that weighed 40 pounds, 12 ounces, and was 59MJ inches long. He was aboard the Wayvin and had Capt. Wayne Fletcher and first mate Betty along. They were at the 28-mile wreck too. Boy! That wreck sure does have the different kind of fish. The fish are out there but seem to have moved out of the bay. The snappers are here too. Inlets are. very busy with the fishing. The surf is picking up nicely and, of * cour.se, in September the * fishing (we hope) will be even better along the surf. So get out there and do your thing.
