SENTINEL-LEDGER Fifth grade move to middle school has caused few problems UPPER TOWNSHIP - The fifth grade has quietly settled into the middle school here following a controversy this summer over the need and value of moving the grade grade from the elementary school. When the move was announced this summer several parents expressed concern that the move to the open classroom school with its older students would be detrimental to the younger students. However, a discussion with teachers and students this week showed little disenchantment with the change. And both William Carpenter, principal of the middle school, and William Maynnrrt superintend*"* «* schools, sata they have received no complaints from students or parents since the beginning of the school year one month ago. Board members Charles (Ed) Town Jr. and Richard E. Mower admitted a few families pulled their children out of the school system and placed them at a parochial school because they were unhappy with the move. On Wednesday four fifiii graders were picked at random for an informal discussion to gather their feelings on the move. Beth Iisi, Jean Lisitski, Joe Wright and Ralston Poole were chosen among students all ready to volunteer for a task ' whose purpose was unknown to them. Amid giggles and shyness, they admitted their fears when first entering the school. But all agreed that after the initial shock wore off they prefer a school with more opportunities for shop, home economics and gym. Their exposure to the sixth through eight graders is limited since three classrooms were enclosed to accommodate the fifth graders. This eliminates the major fear of several parents that their children would be exposed to open classrooms and older students and thus suffer. One fifth grade teacher who WHO nntvwpft » »h fn the beginning is still opposed to the move. Basically she feels the children are given "a little bit too much freedom" for their age. Yet noting how well the children are doing, she said, "I'm surprised at how they're adapting." Carpenter feds the freedom is "not hindering students," preferlng children to be given more responsibility. "What is wrong with giving students' responsibility? We're teaching them to accept it" and subsequently help prepare them to move on, Carpenter explained. The school's librarian said the move is working out "remarkably well, considering the situation." The board Mortgage appraisal bill is signed by Gov. Byrne Governor Brendan T. Byrne has approved a bill sponsored by Senator James S. Cafiero (R-Cape May-Cumberland) eliminating the requirement of an independent appraisal in the processing of certain savings and loan mortgage applications. The governor officially signed Cafiero's measure into law at the State House in Trenton on Monday. The bill, now known as Chapter 119 of the Laws of 1978, will take effect immediately. The senator noted that previously a savings loan -association could not make a mortgage loan without an appraisal by an officer of the association and an independent appraiser, where the loan is more than $25,000 and is secured by a property which includes more than four-family dwellings units. His bill makes the following changes: Where a loan is $75,000 or less, the appraisal could be conducted by a qualified . officer of the association or by an independent qualified appraiser; for mortages over $75,000, on a building in excess of six-family dwelling units, the appraisal could be made by two qualified officers of the association or one independent qualified appraiser. As stated above, present law requires an appraisal by both an officer of the association and an independent appraiser for mortgage over $25,000. Cafiero pointed out that this is a consumer bill which has the support of the New Jersey Savings League as well as the Cape May County Savings and Loan Association. Philip J. Cocuzza, executive vice president of the New Jersey Builders' Association, in advising Cafiero of the support of his association earlier this year, stated: "What we have here substantially is a simple request to help reduce closing costs for potential home buyers. At the Music Pier the Holy Sacrifice of the Man wm be celebrated by the Rev. Brandl Araneo, chaplain of the chapter. Priests in the area are invited to concelebrate with Fr. Araneo. Joseph Luclanno of Newark, state deputy of the Knights of Columbus, is expected to be in Ocean City for the affair along with other representatives of the state council. Butler weds Robert WayneHalbreiner Elizabeth L. Butler of this city and Ardmore, Pa., and Robert Wayne Halbrelner of Bethlehem, Pa., were married September 16 in St. Denis R.C. Church of Havertown, Pa. The bride is the daughter of Mr. and Mrs. Charles Butler. The groom is the son of Mr. and Mrs. Carl Halbreiner. Following a reception at the Overbrook Golf Club, the couple left for a wedding trip to Bermuda. The bride is a graduate of St. Joseph's College in Philadelphia with a degree in mathematics. The groom is a graduate of King's College and is employed by Wale Apparatus Company as sales manager. County officers annual conference The second annual conference of the County Officers Association of New Jersey is being held at the Golden Eagle in Cape May. The three-day affair which closes Sunday includes workshops and seminars. Chief Justice Richard Hughes will be speaker at a general session today (Friday) at 3:30. His topic will be unification of the courts.
