explanation have cleared up
some of the questions which
have been raised, it is still not
wholly satisfactory and the
entire episode has led to a
public perception of the
department as failing to take
advantage of hundreds of
millions of dollars in federal
money while its commissioner
warns that the department is
"almost broke."
The commissioner said that
the task of constructing and
maintaining an effective
transportation system is made
difficult, indeed, because of the
uncertainty from year to year
of Just how much money will be
available. He suggested that an
adequate and stable money
supply — such as bond Issue
proceeds or revenue dedicated

—would solve this problem and
enable the department to plan
several years into the future.
In light of recent event* in-
volving the department,
however, it does not seem to me
that the Legislature will look
kindly upon the commissioner's
suggestion.
The state's bus subsidy
program, for instance, is a
costly shambles, interstate
highways lie partially com-
pleted, and rail service Is
woefully inadequate.
The department has access to
nearly $1 billion a year — in-
cluding federal funds — and
convincing the Legislature that
it should float a large bond
issueor dedicate tax revenue to
the department will be an
extremely hard sell, indeed.
