I. * < ', editorials & comments Super September If you thought the shore was great in the summer, you should make plans for a visit during the fall. City Public Relations Director Mark Softer and resort cheerleader Clint Campbell like to talk about "super September" and October being "twice as nice," and their words ring out more than a slogan, they signify the absolute truth. There is probably nothing more strikingly beautiful or relaxing than a day on Ocean City's beaches in the fall. The air has a crisp, clear smell and feel and only enhances the warmth of me sun and the surf, particularly this year, holds on to its August balmy temperatures. For the foliage lovers, a trip to the shore in the fall doesn't preclude the opportunity to view spectacular colors ra changing leaves. All along the Garden State Parkway are in- numerable varietiesof trees to provide every hue of nature's fall coloring book. And, once on shore, the visitor has the opportunity to savor every ad- wnHao of a seashore vacation with none of the hassle that sometimes accompanies a summer trek to the sandy beaches. Accommodations are less expensive and easier to find; the shopping is leisurely and there are bargains galore; thanks to Soifer's fall package plans there is still a bounty of free entertainment, and, best of all, there is always the background music of a rolling surf and singing gulls. A case of pride Tracing one's ancestry Obey the law It would appear that the Upper Township Committee has once again violated portions of the Open Public Meetings Act, better known as the sunshine law. Because of a difficulty that arose with a paving contractor, the committee felt a need to hold a special meeting on Wednesday, August 30, with the individual involved. Note was made at the regular meeting of Monday, August 28, but the committee followed none of the requirements of the sunshine law for calling a special meeting; that is, no newspaper was notified, no notice was placed on the township hall bulletin board and no resolution calling for the meeting was passed. The fact that no formal action was taken at the special meeting does not mitigate the fact that basic requirements of the Open Public Meetings Act are apparently disregarded by the township committee despite the fact that larger communities seem to have no difficulty-coofonDing with: the< thrce- year-oM state lav*. .:. u-: •: . • >. ".' And, there is no guarantee that no formal action was taken only because a Sentinel-Ledger reporter decided to attend the gathering. At least two violations alleged by the Sentinel-Ledger in the spring of this year were confirmed by Cape May County Prosecutor Donald R. Charles Jr. While Charles decided not to take formal action against the three committeemen because, he said, there was no criminal intent, he did instruct Solicitor James Waldron to counsel the committee on its obligations under the sunshine law to insure that further indiscretions were not made. Charles is also investigating the latest allegation. Waldron said he believes the fact that announcement of the proposed meeting was made at the regular meeting was enough to fulfill the requirements of the sunshine law. But, as a former assistant county prosecutor and current prosecutor in both Upper Township and Ocean City, he ahoufd know that there are reasons behind specific legal requirements of S verning bodies and the fact that he ids them difficult does not make them any less necessary to follow. The faculty, staff and student advisors helped the screening committee narrow the field ' from approximately 300 candidates and nominees who responded to a nation-wide search for the successor to founding President Richard E. Bjork. Bjork left the college in August to become the chan- cellor of the Vermont state college system. The three candidates are Peter M. Mitchell, vice president and provost at Seton Hall University in New Jersey; Hoke L. Smith, vice president, academic administration at Drake University in Iowa; and Richard P. Soter, provost and dean of faculty at WUkes College in Pennsylvania. Each of the finalists will be invited on campus for two-day visits during which they will meet with trustees, faculty, staff and students. ', It seemed horribly ap- . propriate that we drove to the casino over streets that had ' given their names to that most 'popular of all games of chance :. — Monopoly. I felt slightly , uneasy as I remembered how severely I had been trounced in my last Monopoly game (due to 7 the Community Chest card 'around the corner from the »/ casino, and we, who were about .to play Jet-setters pumping coins above our means, debated whether or not we could get by without putting a quarter in the .'.meter. It was Just after dusk on a Saturday night when we ap- proached the casino. There were no long lines outside, but we did notice some expensive • looking cars being parked for their owners by wheel - screeching adolescents. A sign at the door informed us that since it was after 6 pjn., Jackets were required. Naturally, we had come prepared. But the sign said nothing about shoes being required. And, you guessed it, one of our party, Dan, was wearing a pair of open-toed plastic sandals (you know, the kind that are even em- barrassing on the beach). Although we suspected at the time that Dan had come ill- prepared to gamble, we later learned his choice of footwear had much thought behind it. He wore open-toed shoes to help him'count his winnings. As meritorious as this forethought was, it was unnecessary. The way Dan's luck turned out, if he had worn shoes, he probably would have lost them anyway. I'm not sura what I expected. But whatever cliches I had expected to find at the casino were not there. Instead, there was the same mixture of people: housewives, collegiates, hardbats, executives, the rich, the poor, and the undecided, that you might expect to see if your neighborhood supermarket had a sale on Rolls Royce mufflers and Laverne and Shirley posters at the same time. There were no overhanging balconies or monstrous chandeliers. Resorts appears to be the Howard Johnsons of casinos. But the floor was crowded, and the excitement of people losing money was in the air. like most of the people there, I had come to play the slot machines and watch the more adventurous play blackjack, craps and bacarat The major benefit of the opening of other casinos will be that you wont have to stand in line anymore to S at the accent one-arm Slot machines are an easy entrance to gambling. After all, aren't we all used to pumping coins into vending machines without getting anything hi return (orwithour soda coming down before our cup)? There is something thrilling about the thought that your next quarter might be theooe to win you a fortune. And the machines are geared to let you win a few coins Just often enough to keep you going. There are big winners, though. A woman annoyingly close to us walked off with $400. Un- fortunately, we only managed to add our quarters to the three .quarters of a million dollars that the casino rakes in every day. It was exciting, and we managed to keep our losses to a minimum, but I guess I Just have no class. I still prefer pinball. Wildlife group to appeal forestry budget ruling Despite a legal setback, the National vmfife Federation win continue its fight to force the Carter Administration to explain why it has cut the U.S. Forest Service's budget request by 28 percent. NWF has announced tt will appeal a ruling by VS. District Judge Gerhard A. Gesell, in Washington, D.C, dismissing its suit against President Carter and the Office of Management «nd Budget. The suit, filed in June, 1978, charged that the Ad- Renewable Resources Planning Act (RPA) whea tt cut the Forest Service's 187B budget from $2.4 billion to $1.8 billion. According to NWF, the nation's largest citizen conservation group, the law requires the Administration to explain whether its proposed budget would carry out Forest Service policies already set by Congress, and if not, to give the reasons for requesting less money. In his decision. Judge Gesell agreed that the budget request failed to disclose the extent to which the budgetacnieved RPA goals. However, since this information was supplied to Congress during hearings earlier this year, the Judge ruledthat no further disclosure was required. As to NWF's •charge that the Administration' < (afledio explain why the budget ' was cut; Judge" Gesell said mat the law's ^'ambiguity and uncertainty" prevented him from ordering President Carter to issue a special statement of explanation. The plan"t"g board is causing the two most serious problems, namely the lack of parking spaces and a glut of apartment units, to become an absolute threat to the future of Ocean Ctty.
