SEPTEMBER 29.1978 Testimonial dinner slated Former Mayor B« will A ByMARKSOIFER Public Relations Director Tom Waldman will be honored at a testimonial dinner Saturday evening at Greate Bay Country Club. The committee planning the event began work in early August and were all set to make - a formal public announcement about the availability of tickets. Just one problem. As soon as word got around about the affair through initial perspn-to-person contacts, it was obvious that tickets would be at a premium. Every table was gobbled up within 10 days and chairman, lien James, settled down to the taxing chore of fitting folks together and squeezing out every last inch of floor space for the dinner. * The committee knows that many of Tom's friends are going to be disappointed and perhaps even upset that they weren't contacted. Please accept their assurances that it wasn't intentional. Senators, congressmen, legislators will join in honoring Tom for his 20 years of public service which spanned such landmark events as the '62 storm (he pieced the town back together in time for the vital tourist season) and his battle against the high rises which helped to preserve the clean, uncluttered personality of the community. Persons representing the Cultural Arts Center and Historical Museum, instituted under his administration, will be on hand. And so it will go.... * Mayor Chester J. First in Guest Artist Series Hartford Ballet to perform at Stockton POMONA — The Stockton State College Performing Arts Center will host the Hartford Ballet Saturday at 8 p.m. at the college. The performance will be the first in the college's Guest Artists Series for the year and will feature works choreographed by Michael Uthoff and George Balanchine to the music of Tchaikovsky, Leonard Bernstein, and other composers. The program is designed to appeal to the young and old, the ballet novice and the master. The Hartford Ballet was founded in 1972 and within three years became the most actively toured ballet company in the nation. Under the direction of Michael Uthoff, the company developed an extensive and diverse repertory that appealed to seasoned dance fans and new audiences as well. The company's dancers have been drawn from many of the world's foremost companies including the New York City Ballet, American Ballet Theatre, the Joffrey Ballet, and many others. Michael Uthoff became artistic director of the Hartford Ballet in the summer of 1972. A native of Chile, where his parents were the founders of the Chilean National Ballet, Mr. Uthoff has choreographed over a dozen ballets in the neo- dasslcal, romantic, and contemporary styles which have become the foundation and hallmark of the Hartford Ballet's repertory. William J. Hughes (D-2nd) which bans the dumping of harmful industrial wastes in the ocean by the end of 1981. The legislation, Hughes said, would broaden significantly the 1981 statutory deadline for halting the dumping of municipal sewage sludge. Hughes was the author of that law, enacted last year, setting the 1981 deadline for municipal dumpers. "The legislation represents a major step forward in our continuing effortsto protect the environment of our oceans and coastlines," Hughes said. "Industries will no longer be able to use the oceans as cheap, convenient places to dump their chemical waste products. Both industrial dumpers and municipal dumpers would be on notice that they will ha veto find alternatives to their current harmful disposal activities." Under the legislation, the Environmental Protection Agency would be required to prohibit industries from dumping waste products after December 31. 1981. The Boating tip legislation also extends funding authority for programs carried out under the Marine Protec- tion, Research, and Sanc- tuaries Act. Hughes Bald figures from EPA bear out the need for an end to Industrial waste dumping in the ocean. "In 1977, industrial wastes accounted for 25 percent of the total wastes dumped at sea," he said. "Host of these wastes, nearly 1.8 million tons, were dumped into the Atlantic." The 1981 cut-off date, he said, would not impose an unreasonable burden on the industries that are currently dumping in the ocean. He pointed out that, at pretext, eight Industrial plants are dumping waste materials into the Atlantic off New Jersey and New York. Most of these plants already are scheduled to phase out their dumping, activities before the cut-off date imposed by the legislation, he explained. Hughes said the House- passed legislation would be a logical follow-up to his 1977 measure to ban municipal sludge dumping by 1981. "Ocean dumping, whether by an industry or a municipality, is an unsound practice that threatens our environment," he said. Hughes noted that the legislation would have economic as well as environmental advantages, particularly in the South Jersey area that he represents in Congress. "Tourism and fishing are two' of the mainstays of the economy in South Jersey, he said. "Both of these industries must have dean oceans and beaches to prosper. A ban on ocean dumping of municipal sludge and Industrial wastes will eliminate a îgniflpont threat to the livelihood of our area." In an interview with the Sentinel-Ledger this week, City Administrator Paul T. McCarthy reported that he had already A "opened up contacts with one consulting W firm" to determine some idea of scope and costs. "We're talking about a substantial In- vestment just to get our marching orders," McCarthy said. Less than three years ago, under the administration of former Mayor B. Ihomas Waldman, the city commissioned Hugh Zimmers Associates, a Philadelphia planning firm, to make an' in-depth study of beach erosion dynamics for $8,000. "After a lot of pushing we finally did get (he study." Mayor Chester J. Wlmberg told the Sentinel-Ledger yesterday, "but it didn't contain anything we didn't already know." McCarthy said what the dty really needs now is a study to help lay out an eight-year plan for combatting the effects of beach erosion. "Right now everybody's an expert and everybody has different ideas," he said, "but we really don't have any difinitive study to tell us where weare and where we should be going." A perennial controversy of the city's current beach erosion battle revolves around the city dredge, the Sandpiper, and whether or not the expensive* operation contributes any real defense in the war against the ocean. Last year the city spent $25,000 in repairs alone and expects to spend $10,000 in maintenance costs next year. McCarthy said he wants a specific cost- benefit analysis made for each of the current methods of erosion control along with any proposed solutions. He also reported that the ground rules for hiring any firm will include that it be an outside company with no local political ties and that it also have no connection with any firm, such as a construction company, that may benefit from its recommendations.' "Whoever it is," McCarthy emphasized, "has to have the guts" to report its fin- dings objectively, "regardless of how controversial they may be." He said he hopes to have the plans for hiring a consultant firm drawn up in time to be eligible for funding under the state $20 million shore protection bonding issue passed in last November's general dec- don. Despite belt-tightening City still needs emergency fund law For longer bar hours Referendum By TIM FAHERTY "We're going to have to go to an emergency appropriation, there's no doubt about it." These are the words of City Administrator Paul T. Mc- Carthy, who told the Sentinel- Ledger Tuesday that Ocean City's appropriations would exceed the state's cap law this year and would require an emergency appropriation, possibly as high as $230,000. This will be necessary despite severe cost-cutting moves in the past few weeks that have included lay-offs of U percent of the year round work force. Currently, McCarthy is looking for funds that can be transfered, and other cost savings to make the appropriation as small as passible. At last Thursday's dty • - •< council meeting, McCarthy announced a final list.of lay- offs. They included eight positions that have been abolished, one that has been reduced, and 19 employees who have been laid off, but who may get their Jobs back in January. McCarthy said this mi "the total of all reduction* that we anticipate for 1978." When added to positions abolished and reduced in September, this comes to a total of 39% positions that have been affected by the budget crises. The positions that had been eliminated previously are: one laborer, the acting court clerk, Vk telephone operators, and four police dispatchers. Since there is "no specific ordinance on the books (about dinner theatres) nothing can happen until such time the governing body considers, introduces and passes an ordinance," Bid said. .He noted the ordinance could be the same as the one defeated in July by council in a six-to-one vote or it could be a different me. If the November vote is af- firmative, coundl bas an "obligation" to pass an ordinance, Biel said although there was no time limit on when die ordinance must be passed. Coundl will be faced with a major headache if tbe referendum passes. When the ordinance was under discussion in July, many residents and business people were opposed to it. The local Licensed Beveragemen's Association brought in its lawyer to speak on the "discriminatory" aspect of allowing only certain establishments to stay open beyond the compulsory 3 a.m. closing. The only establishment which qualified for the later closing was Bay Diner-Mediterranean Lounge, the same establishment which was pushing for the ordinance and is also the prime mover behind the referendum. The diner's lawyer, Steven Ferskie, pointed out that any establishment which met the criteria for a dinner theatre could stay open the additional hours, Last week the president of the Licensed Beveragemen's Association, Anthony Colaserto Sr., said the group will take "no active effort for or against the referendum" and will "wait and see" what happens at the polls. "Well let the public decide," Colaserto said. When asked what the association will do if the ordiance council passes in the event the referendum is approved will be of a "discriminatory nature," he admitted there is "always a possibility of a lawsuit" but declined to comment on how strong a possibility it is. Bay Diner-Mediterranean Lounge shares the same classification as most of the (Please turn to page 13) Sick time could cripple the city By TIM FAHERTY Ocean City is faced with a liability of over SI million because of the city's terminal leave plan and no money has been set aside to pay for it. "If this were a private pension plan we'd be in violation of federal law," said City Administrator Paul T. McCarthy. McCarthy revealed the figure at last Thursday's council meeting, giving it as a long- term reason why layoffs of dty employees are necessary. As of Thursday afternoon, McCarthy estimated the dty was liable to pay 28,833 days of sick leave. Based on an average salary of $10,000, the days add up to an unfunded liability of S1.0KU00. McCarthy said this was the most serious fiscal problem facing the city, because when an employee retires, he is paid for every day of unused sick leave. Until this year, a city employee could accumulate an unlimited number of sick days toward his retirement. But labor contracts that were negotiated this year set a limit of 240 days that may be acquired. Even so, with a work year of less than 260 days, on employee who retires today may still be on the payroll next September. And yet there is no place In the present budget where money is set aside to pay terminal leave. So that much of the expenditure for salaries may actually be to pay people who are no longer producing. This will change in the 1979 budget since McCarthy will break down salaries and wages into six categories, one of which will be terminal leave, the "anticipated payment to employees for accumulated sick leave following retirement." The $1 million figure is a temporary estimate. In ac- tuality, the figure grows as time goes by. This is because the pay an employee receives for unused sick days is not a fixed amount. It changes as the pay scale changes. For each unused sick day, an employee is entitled to one day's pay. But that means one day's pay at the pay rate at the time of retirement. McCarthy has estimated that the lay-offs will save $10,800 this year and the positions that have been permanently abolished will mean an annual saving of $277,200. Although he said he took no jay in laying people off, Mc- Carthy said he believes it is necessary. "I think anything less than what we're doing would be fiscal irrespon- sibility," he said. All employees let go in this last action were in the public works department McCarthy said this was because the. salary deficit in that department, $82,000 was more than twice the deficit in any other department. Tbe employee reductions wereone of several steps taken to reduce the budget shortfall. Five other measures included: -a. lid on all non-essential -a cutback of major projects (for instance, the appropriation for street paving has been cut from S60.000 to $25,000); -shelving equipment that is down, rather than repairing it; some equipment in the dty would take $30,000 to repair (McCarthy said snow removal will be handled by private contractors this winter); -a damp was put on overtime; employees are now receiving compensatory time off for overtime hours, and -half of the dty's 382 seasonal employees were fired toward the end of the season; this saved the dty $60,000, but the expenditure for seasonal employees is still $20,000 over budget. Despite the problems he is having staying within it, Mc- Carthy said this year's budget was "a very tight budget, a good budget by and large." Then why la the city In its present fiscal crisis} Jicputhy_ gave two reasons: some unforeseen expenditures and the New Jersey cap law. The largest unforeseen expenditure, $135,000, is the result of the contract s signed this year with the city's unions. The 1S7S budget provided for five percent increases in employees' salaries. Instead, when the contracts were negotiated, the increases were from six to 11 percent. Other overages occurred due to natural disasters. Storm damage to the Music Pier cost $20,000 to repair and the emergency plan to battle the erosion at Seacllff Rd. has cost $8,000 so far, and may even- tually cost $50,000. Insurance estimates by both the carrier and the state were . $20,000 short of tbe actual cost, and could be as much as $35,000 short. Repairs to the dredge cost $25,000. and the dry's share of a 50-80 grant for North United States Amateur longboard champion Bob McLaughlin smiles, recalling his recent victory, which began in the surf of Ocean City. Surf's up! Ocean Gty crop of 'hang 10' rich By TIM FAHERTY Manufacturing haa never been Ocean City's claim to fame, but the resort la becoming well known for one commodity it seems to produce more than its share of — championship surfers. "Some of the best surfers come out of this town, this area." These are the words of Bob McLaughlin, the Ocean City man who recently won the title of top longboaro surfer in the United States. "There are probably five or six guys in the area who could go up against any of the five or six best guys on the east coast and come out on top." McLaughlin, 21, has been surfing since he was nine. Inmid-SeptemberaUthooeyearsof riding waves came to a sort of climax as McLaughlin won the longboard amatcur championship at the national competition in Cape Hatttras, North Carolina. A longboard is one that measures three feet above its rider's height. The category is a relatively new one in surfing competitions. Most riders now use a shorter board, con- siderably shorter than the boards that were in vogue when surfing was so popular in the 1960s. But the longboard that McLaughlin rides is not a throwback to the last decade. It is a lighter, more maneuvers! board made with newer types of foam and fiberglass. The longboards are more stable than their shorter counterparts, and, McLaughlin said, allow the rider to be more "artistic." It la still possible to "hang 10" on tbe longboards (something that can't be done on a shorter board). McLaughlin surfs on both types of board and says the short are more maneuverable, but the long more stylish. To win the longboard championship, McLaughlin had to compete against the best surfers from as far away as Hawaii, Texas, and California. This contest was part of the week-long competition sponsored by the Eastern Surfing Association (ESA) and held at Cape Hatteras, which has "the best waves on the east coast." McLaughlin estimated that a total of 500 or 600 people took part in all the competitions, in 11 different categories. McLaughlin actually finished seventh in the longboard division of tbe east coast championships, but that was good enough to oualify him for the "death beat" which would decide who from the east coast was eligible for the national competition. He finutod second in this heat and went on to win tbe championship. Surfing is a rather large part of McLaughlin's life.
