Called a "Sightmap," the colorful 22 by 25-inch publication lists and describes 350 different things to do and see in .Southern New Jersey from Labor Day to Memorial Day. Wimberg steps to the stage to-honor Frank Ruggieri for his SO years with the Ocean aty Pops Orchestra. Ruggieri has served as business manager and bassoonist since 1929 and will be completing a half century of service on Friday. The ceremony will be held 8 pjn. prior to the popular orchestra's final concert. A famed classical bassoonist. Ruggieri played with the New York Philharmonic for 23 years under such conductors as Dimitri Mitropoulous, Leopold StokowskJ and Leonard Bernstein. During his summers, he has helped guide the fortunes of the Ocean City Orchestra with conductors J. F. Leman, George Frye, Fred Manne, Joseph LaMonaca, Clarence Fuhrman (who was here for 26 years) and now with John Warrington, a nationally known composer, arranger and conductor. McCarthy this week agreed to drop litigation against the Cape May County Municipal Utilities Authority regarding the selection of the 46th St. and West Av. wastewater treatment l In return for the city's clearing the way for construction of the $36 million project, though, the MUA has granted 10 specific concessions regarding building ground rules, the Sentinel-Ledger has v learned. While a draft "memorandum of understanding" was sent by McCarthy to MUA Executive Director Walter D. Taft Jr. yesterday, city Solicitor Michael R. Connor has not been informed that the litigation was dropped, nor did he know of or rule on the provisoes of the agreement. "There has been no agreement that I'm aware of," Connor said in an Interview yesterday. "To my knowledge, no such decision has been made." The draft memorandum is dated Friday, September 8 and . the Sentinel-Ledger received a news release hailing the agreement yesterday. September in Qetawt City can He #4ime for quiet reflection. One of the most significant points of the memorandum states that approximately $63,000 in fees will be required of the MUA to cover the cost of hiring additional employees to oversee the project. Council was asked by the MUA recently to revise its ordinance requiring a $50 fee for opening streets but was. advised by McCarthy to hold off until he could determine what it would cost the city to regulate the two-year project. In his draft memorandum, McCarthy specifies that the licensing and permit fees "will essentially (be) no more than (to) cover municipal direct and Police beef up patrols By KATHLEEN BYRNES *' UPPER TOWNSHIP — Through public outcry over insufficient policy coverage here and the independent efforts of state police Sgt. Henry J. Budniak, head of the Port . Norris station, there will be 41 more state troopers patroling ' the area soon. The recent reported rash of crime brought the issue of limited state police coverage and the lack of a municipal police force to the forefront • . On one hand residents and ** public officials were working toward an increased force while debating the need for their own force. At the same time Budniak was meeting with Us-superior in Hammonton, requesting an increased staff to A replace troopers who had v transferred or resigned. Budniak was promised three more troopers. However, in separate negotiations the same week between officials of Upper and Dennis townships and the state i police, another three troopers were approved, bringing the roster up to six. There will "definitely be two patrol cars" in the township on each shift, Budniak said, and "hopefully there will be three." ,• . Even>while asking for more I**Tmcn as replacements, Budniak denied there has been an increase in crime in the area. His statistics did not bear out the claims that there were from 15 to 18 breaking and enterings in the last month. In July mere were four breaking and enterings in the township, Bodniak said and eight larcenies. Larcenies, he admitted, tend to be lumped under breaking and enterings, which is inaccurate. • Crime statistics in Upper Township for 1977 are not yet available. But the uniform crime report figures show" that the incident of breaking and enterings dropped in 1976 to 60, compared to 1975's 83. Larceny also dropped from 37 in 1975 to 34 in 1976. There were four forcible rapes reported in 1975 and none in 1976. m 1975 there were no reported atrocious assaults but In 1976 there were four. Leo Culloo of the Police Training Commission pointed out that the statistics from the Uniform Crime Report only represents reported crimes. He explained that many people do not report crime because of the low value of the goods lost or' they do not want to "become involved." The statistics do not include the number of calls the police make for non-criminal activities like accidents, he added. Culloo's agency provides a service for communities who are interested in organizing their own police department A feasibility study will be conducted free of charge in the community, determining the cost factor for a police force and the need. Recommendations are rrftdf* based on the data acquired from police reports and other sources. Culloo stressed that his agency's recommendations do not have to be followed. The request for the service must come from the public officials, not from the private sector of the community, he added. The time lapse between the request for the service and the completion of the study depends on the availability of people to carry out the study, Curioosaid. However, the municipality must make the first step by establishing a force. Then, "depending on the problem, the state (SLEPA) helps," a representative of SLEPA explained. "We'd be butting the home rule concept" if a move was made prior to a municipalities' request for help, he added. Committeeman Frank Kruk, who is in charge of the special police in the township, said the special police have been increased on weekends. Additionally, the draft memorandum callson the MUA to: -Install and maintain four fire hydrants on or near the 46th St. plant site; -provide for liability coverage for municipal vehicles traveling over the areas of excavation during, the period of construction; -submit routing plans for the sewer mains which will run from 3rd St. to 46th St. to the director of public works who will inspect the roads' conditions prior to excavation; •erect emergency lighting and barricades; -submit a construction schedule to Ocean aty Police Chief Dominick C. Longo to determine traffic routing, and •discuss contractor bonding provisions with the city prior to the letting of bids. Ocean City, a region unto itself, is the first slated for treatment of a secondary wastewater treatment plant. Vinci reported that the authority is prepared immediately to advertise for bid the construction of force mains and site preparation work and "within a few weeks the pumping stations will be advertised." "We are able to move now." Vinci said, "because Ocean aty has decided to drop its plans to litigate against the MUA regarding the site selection process." Vinci expressed appreciation for the "cooperation of Ocean aty Mayor Chester Wimberg and other officials who, after meeting with us, deefded to withdraw the litigation." According to Taft, the agreement does not affect the condemnation proceedings instituted by the MUA and still fat the courts. However, Taft said that once condemnation proceedings l ; :..'
