NJSBA endorses concept of minimum high school graduation skills The New Jersey School Boards Association (NJSBA) has announced a new policy position endorsing statewide minimum high school graduation requirements. "Our previous association position called for the establishment of graduation standards by local districts," declared NJSBA President Lawrence S. Schwartz. "But several months ago, we decided to re-examine the entire question and a study committee of local school board members was appointed. At the same time, we urged state legislators and the state Board of Education to carefully review and evaluate the issue as well, with particular attention to the 100-page report of another study committee — one appointed by the state Board of Education itself. I WEEKLY "During the summer," ex-. plained Schwartz, "we sought to encourage public interest and debate on the question. The August issue of our official monthly magazine, "School Leader," which is received by legislators and state education leaders as well as local board members and administrators, carefully examined the subject. In addition we distributed information through our association newsservice. "Thus we are hopeful that the leaders and citizens of the state will take an active and informed interest in this issue," concluded the NJSBA president. J. beginning hi the early grades, for all students who fail to meet state and local requirements; -implementation of the graduation requirement far enough in the future to permit remediation of students who are presently hi the system; . -a single diploma for graduation, to be awarded only to students who meet all state and local requirements; -no further state mandated course requirements other than state established minimum standards hi the basic areas of reading, writing and computation, and -local, but not state policies for pupil promotion from grade to grade. At the same tune, the NJSBA Board of Directors also endorsed a new standard by which the respective roles of state and local districts hi determining educational requirements will be measured. The basic test to be considered when contemplating a proposed state mandate will be: Is the goal commonly considered essential to all students in order to function effectively hi our society? The conclusion drawn was that few goals «»«•«» mcentlnl nnrf that only the basic skills appear to meet the test and therefore should be established by the state. "Other requirements should be set by the local board of education," asserted Schwartz, "based upon the wishes of that community and the needs of its children. "Our position," continued NJSBA's president, "calls for a partnership between state and locality which assures certain statewide minimum standards but maintains a precious heritage unique to American schools— that is, control of the Biggs for local control of Finelands Jim Biggs, Republican candidate for Congress in the Second Congressional District, has announced a program of support for the Pinelanda and called for local control. Commenting on the Pinelands issue. Biggs emphasized that "as a native, of South Jersey I recognize the Pinelands as an integral part of our regional heritage Who could better make decisions utilization than those people at the local level concerned with its well being and preservation." While he recognizes the high potential these lands have for development and the possible revenue collectible from tax ratables, Biggs feels that "this land is our heritage and should not be sacrificed solely for income purposes. All of the local municipalities affected should be compensated for the loss of a potential or presently producing tax ratable property. And, should the decision be made to develop this land, it must be made locally only after careful consideration of all aspects of the situation." The question of the use of water resources is a critical one. Biggs feels that "all potential commercial use of any natural resource indigenous to the Pinelands should only be used for the Bicycle weekend planned in O.C. Ocean City's annual Bike Weekend is set for Saturday and Sunday, September 23 and 2« anda bike path will be set up from the boardwalk to the south end of the island. The event is an informal riding affair for bike enthusiasts and was initiated five years ago with former Mayor B. Thomas Waldman leading bikers. Yes. there's something new to add to the list of things you thought were worthless but other people are investing in. Baseball card collecting Is ng in popularity, but as as being a new field for many collectors, it also has the dutfinction of probably being the first thing many of us ever collected. Surely, most of us remember iftsmBng in the school yard, |upping or trading the sweet smelling cards. The smell was the result of the stiff piece of bubble gum that was in every pack of cards, and tasted like one of them. The various activities involving the cards LAJDombined hero-worship, sports Wrhrla, and gambling. But now . baseball card collecting is the province of adults and is. in fact, only the main part of a much larger activity known as sports .memorabilia collecting. m Ocean City's biggest sports collector is Bill White who, with Us wife, Marlene. owns and operates the Sea Edge Apartments. White is a friendly man who confesses to being a sports nut and has always been rather about his collection. The two-day project, which involved building a row of concrete-filled sandbags out into the inlet, was completed last Wednesday. It Is the first step in a • plan CHy Administrator Paul T. McCarthy and Public Works Director Joseph P. Hyland presented to city council two weeks ago. Council passed an emergency appropriation of $50,000 for the three-part plan. The plan also included spot patching of the bulkhead, and the possibility of bunding a 230- (bot timber groin. • ' The concrete bags wet* suggested by T. John Carey', local realtor and chairman of the coastal conservation committee. Last year a .smallscale experiment with the bags built beach to the west of the present site. Yesterday, Hyland said the new sandbag structure has done the same. "Most of our test stations show an average ot a foot and a half," be said. There also will be a brief presentment of bow to get your news in the Sentinel-Ledger followed by a question aqd answer period. - ' Organization members other than public relations persons are welcome to attend the meeting. ?re's lots of money in those old baseball card; White has been collecting in one form or another for 39 years, ever since he began a scrapbook of sports pictures from newspapers while still in grade school. He began collecting baseball cards, and, then other things, until his collection eventually filled several rooms in his home. When the Whites moved here several years ago, they discovered that the damp salt air was deadly to *"»«i*hf» n cards. So, White keeps his collection in the safe, dry air of Scranton, Pennsylvania. But of course, there are always a few boxes of cards close at hand. White explained that although the first bubblegum cards were printed in 1MB, baseball cards have been around since the 1800s in many different forms. At one time, cigarette packages Iwlwfwi the cards and they've been given away as premiums in many different products. There were "strip cards." which could be cut and distributed by merchants themselves if you bought enough candy, and "cabinet photos," larger pictures you had to save coupons for. In 1951, the Topps Bubblegum Company put out its first batch of cards. This is significant because eventauDy Topps was to corner the market in a battle between gum companies that is almost as exciting to collectors as a world series. Topps eventually drove its rival of the '80s, Bowman and Fleers (the company that invented bubble gum) out of the baseball card field Sports memorabilia collectors are a lot like stamp and coin collectors. The card is unusual and valuable because although the player's hat has the initials S and D on it, the card problems that he belongs to a Washington team. Plans to move the Padres to Washington never materialiied, so these cars are a novelty. But the thing that most greatly affects the value of cards Is the popularity of the players on them. White said the most sought after cards were those of "hall of fame members," which may be worth five or six tunes what the rest of the players in a series would bring. For instance, since Hank Aaron has broken Babe Ruth'a home run record, his first baseball card has been setting records itself. Worth about half a cent in 1954, the card is now valued at $20. Of course, that's nothing compared to the 1911 Honus Wagner card which Is so rare that one was recently priced at $8,000. White said most adults collecting cards now are looking for the players they nuts,' idolized as kids, which explains "Now, why cards from the *30B and '40s are worth more than cards from the turn of the century. Collecting cards, magazines and other paraphernalia has taken up a lot of the White's time and space. "Storage is the biggest problem," he said. The Whites travel to different conventions to buy and sell cards, and Bill has driven to such places as Albany on a few hours notice to buy collections from attics. "At first she thought I was Camp owners sue Upper UPPER TOWNSHIP — Campground owners here have carried out their threat to sue the township over the recently adopted campground ordinance. Last week a suit was filed in Superior Court by the campground owners' lawyer, Carl Valore Jr. Eight out of the nine operating campground owners in the township have Joined to fight the ordinace which limits their operation from April IS to October 19. Previously, the campgrounds were allowed to be open from April 1 to November 1. Campground owners want an ordinance allowing them to stay open 12 months a year while stressing they probably would not exercise the option. If allowed to stay open all year, they agree to a stipulation that occupancy for any one person would not exceed 21 days during a 30-day period from November 1 to April 1. The rest of the year there would be no limit on occupancy. The change that campground owners want is taken from the Cape May County Planning Board's recommendations for campgrounds and also follows the state code. However, Qwood Jarmer, county planning director, said municipalities can have stricter ordinances than the state or the county recommends. In fact he "sees no problem with the ordinance" the township passed in August. Campgrounds are not intended to be year round opcraUoni. Jarmer noted, sine* thty would be m danger of turning into trailer parks. John Davis, owner of Oak Ridge Campground and one of the leaders in the attempt to have the ordinance changed, objected to Jarmer's enforcement of the new ordinance. He said that the campground owners are asking for the same ordinance recommended by the county planning board. Jarmer's endorsement of the township's ordinance "upsets me," Davis said, explaining "if Jarmer felt that way then he shouldn't have endorsed the (county) study." The Whites make such trips because Bill routinely buys hundreds of baseball cards he doesn't want. He may buy an entire collection fora handful of cards in it, and then sort the rest of the collection to sell at a show, or through ads in a collectors' magazine. When asked if selling cards makes (his a hobby that pays for itself, White said, "I hope so. It's a fluctuating thing." White is not as "cut throat" as some of the collectors who try to make a living out of buying and selling. He has occasionally given people breaks on cards they really wanted, especially young collectors. White says the increasing value of cards is "a nice thing to have happen," but is not the reason he collects them. It is his interest in sports that drives him to collect.
