Trailering boats is a convenience,
but precautions should be taken
Trailering your boat to your
favorite waters can produce
unforgettable, rewarding experiences
— or monumental
headaches.
The differences, says the U.S.
Coast Guard Auxiliary, lie in
precautions and common sense
techniques when towing your
vessel.
Every fisherman, every
boater dreams of exploring new
waters either nearby or some
far-off spot. A trailerable boat
makes possible such pleasant
discovery on almost every
outing. But safety begins in the
driveway, not at the dock.
To the land-locked boat
owner, trailering behind the
family car puts within easy
reach those favorite boating
waters. But alpng with that
nomadic itch that hits all boat
owners at one tune or another
comes some unusual problems
Cor the trailer boater. However,
these hurdles are easy to
overcome with good planning.
Making certain your boat is
properly secured on the trailer
is most obvious. All lines and
tie-downs should be inspected.
The winch line should be
checked for tightness and the
lock positively engaged. Crisscross
the safety chains.
The boat should be properly
balanced on the trailer, with
most of the weight over the
wheels, and a slight balance
toward the car, with 10 percent
of the total weight on the trailer
hitch. A weaving trailer usually
indicates the boat is not
balanced.
The wise skipper lubricates
all moving parts on the trailer,
before a lengthy trip. Wheel
bearings can be a problem.
They should be repacked with
grease anytime they are
dunked. When launching, it is
not always possible to keep
wheel bearings out of water,
but their life can be extended by
avoiding dunkings, especially
to antennas.
An excellent precaution is to
periodically pull off the road
when towing a trailer. Make an
inspection. See that everything
is riding correctly. Check wheel
hubs for signs of overheating.
Make sure all trailer lights are
operating correctly, including
directional and brake lights so
Such safeguards must, to my
and has been recently
opinion, be
broadened to include television
and radio newscasters and
magazine writers.
Additionally, legislation has
been Introduced to prohibit law
enforcement agencies from
obtaining warrants to carry out
a search of newspaper offices
and seize notes, photographs or
other materials for use in an
investigation. This bill was
introduced after the United
States Supreme Court ruled
that newspaper offices were not
exempt from such searches.
While the case involving the
New York City reporter has
been complicated by
allegations that he made some
of his notes available to a book
publisher and permitted the
prosectuion access to them, the
question of bow far a
newsman's privilege extends
has not been resolved.
There is, clearly, a need for a
strong newsman's protection
law if the ability of the media to
gather information and present
it to the publld is to be maintained.
At the same time, there is an
equally important obligation to
insure that a defendant in a
criminal trial be given the
fairest possible hearing, particularly
when his liberty hangs
in the balance.
Admittedly, these seemingly
competing views must be held
in a delicate balance if the
integrity of both is to remain
inviolate.
How to achieve and maintain
this balance is now the task of
the legislature. In this regard,
the assembly Judiciary committee
recently retained the
services of a consultant on
constitutional law to study the
existing shield law and report
to the legislature by next
January on what changes and
revisions would be desireable.
In my judgement, it will be
extraordinarily difficult, if not
impossible, to develop a rigid
statute which would be applicable
and, more importantly,
fair in all cases involving
newsman's privilege.
It seems to me that each
instance in which the confidentiality
of source collides
with due process of law must be
uandkd on a case by case basis.
No two seem to be exactly alike
I am hopeful that the study
which has been lfr!
by the Judiciary committee win
unravel some of the constitutional
knots posed by the
interests of a free press versus
