While the case involving the New York City reporter has been complicated by allegations that he made some of his notes available to a book publisher and permitted the prosectuion access to them, the question of bow far a newsman's privilege extends has not been resolved. There is, clearly, a need for a strong newsman's protection law if the ability of the media to gather information and present it to the publld is to be maintained. At the same time, there is an equally important obligation to insure that a defendant in a criminal trial be given the fairest possible hearing, particularly when his liberty hangs in the balance. Admittedly, these seemingly competing views must be held in a delicate balance if the integrity of both is to remain inviolate. How to achieve and maintain this balance is now the task of the legislature. In this regard, the assembly Judiciary committee recently retained the services of a consultant on constitutional law to study the existing shield law and report to the legislature by next January on what changes and revisions would be desireable. In my judgement, it will be extraordinarily difficult, if not impossible, to develop a rigid statute which would be applicable and, more importantly, fair in all cases involving newsman's privilege. It seems to me that each instance in which the confidentiality of source collides with due process of law must be uandkd on a case by case basis. No two seem to be exactly alike and it would be difficult to rna|nt *fnf*f, but not at the expense p of h » h the capability of an. indivi charged with a crime to an adequate defense in a court of law. I am hopeful that the study which has been lfr! by the Judiciary committee win unravel some of the constitutional knots posed by the interests of a free press versus the right to a fair and impartial trial. Invitation to scouting An invitation to Join the Boy Scouts of America was issued recently by Norman Hilton, Atlantic Area Council president. The council Is conducting a special fall project to make BSA programs available to more boys. This effort is known as "school night to Join scouting." Hilton is pleased to have Tom Sweeny of Cardiff as the council chairman for school night. The feature of school night is that a school in each community will be open for the purpose of bringing unit leaden together with new boys and their parents. Most communities in the council will observe school night on October S. Specific locations and times will be released through the schools and newspapers next week. In surveys three out of four boys indicate that they want to be members. Special attention is being given to those boys who have not had the opportunity to Join. Information about the Boy Scouts of America is available from the council service center, 3M-11S6. An organization using the BSA program agrees to provide leadership, suitable meeting place, and program assistance. Chartered program partners include the American Legion, churches, liona, hospitals, and PTAs. SEPTEMBER 22.197H Annual in-service workshop State education leaders plan meeting to sharpen program skills New Jersey's educational leaders will combine forces next month to improve their knowledge and sharpen their skills, according to a joint statement issued by the New Jersey School Boards Association (NJSBA) and the New Jersey Association of School Administrators (NJASA). For 25 years the school boards group has conducted an annual in-service workshop which attracts some 3,000 participants from all over the state, including many school administrators as well as board members. This October, for the first time, the administrators association will participate officially as co-sponsors. "Ours is an ideal alliance," declared NJSBA President Lawrence S. Schwartz. "Together school board members and school administrators comprise 'the leadership team of local school districts. It is only natural that we team up as well to sharpen our leadership skills, increase our technical knowledge and improve our services to New Jersey's children." His counterpart for the administrators association, President K. KiKi Konstantinos explained: "Educational governance has become increasingly complex. In addition to such traditional considerations as curriculum and budgeting, effective public school administrators and board members must keep current on the latest developments in labor relations, the legislature and the courts. "The annual workshop," declared Konstantinos, "is an outstanding event, tailored to (he needs of school leaders. We are proud to Join the New Jersey School Boards Association as co-sponsors." Workshop 78 will take place from October 25 through 27 in Atlantic City. Headquartered in the convention center, the session will center upon "The Year of the Child," a theme currently being prepared by the United Nations. Among the features of this year's session will be miniworkshops on labor relations, staff evaluation and the development of educational policy. There will also be an update on New Jersey legislation as well as a school law forum for school board attorneys. Special sessions have been scheduled for urban and vocational school boards as well as for the state's school business officials. One popular highlight of the workshop is the "Curriculum Fair." These communications professionals will be on hand to provide pointers on school newsletters, Snow plan urged Democratic freeholder candidates Louis (Chip) Goodkin and Jerry Livingston stated in a news release issued today that a county emergency snow plan is needed. Livingston opined, "A similar plan was proposed in Atlantic City by the chamber of commerce and it is a darn good idea. The debacle we all experienced last year would certainly be avoided if such a plan were in existence,,' he said. Goodkin further stated that such a plan could also be used as an example for local municipalities to emulate. "We can avoid such things as lack of equipment, understaffing, communication breakdowns, and lack of organization which certainly happened last year," he stated. For example, the plan could suggest such-things as -alternate side of the street parking, designation of major arteries as one way, staggered hours for work crews, and liaison with broadcast outlets. Bill Garrison says this is the best Caper team he has coached and flatly predicts they will win the CAL. They have been working almost all summer, taking advantage of the new CAL rule. Garrison, the coach of Lower Cape May's successful wrestling program, will get strength from wrestler Gene Handle at fullback and quarterback Frank Riggitano. Steve Jordan, a 5-10, 180-pounder senior. Is the strong man inside. The Tigers defeated the Raiders, 21-2, last season. "I think our kids are getting better each time they go on the field," the coach said earlier this week, "and that's a good sign. I don't think we're a contender but Idothinkwe'll be good enough to beat a contender or two." . The Raider coach has bad more than his share of problems before the season even begins. First, less than 30 players originally signed up for the team (since then increased to nearly 40) and four or five potential starters are either ineligible or completely gone. - Two quality defensive backs, Tyrone Champion and Brian Harris, transiered to other schools. He even feels pretty good about the offensive and defensive lines. It's the Unebacttng corps, the defensive secondary and, most of all, the depth that will determine this season's success. Running the offense will be a small (5-8) but tough sophomore named Greg Wnateri who, as a freshman, came off the bench last year and completed a 48-yard pass. He has shown the potential to eventually become one of the good ones. The running backs will be Juniors Carl Gansert (54, 180) and Jim Bennett. While Gansert has the most experience, Bennett (54,153) has a lot of untapped potential. The wide receivers will be Matt Kemenosb, Bill Pfelffer and Doug Dannehower. Woolley will use this trio to bring in plays from the sidelines. Barring weather postponements, Ocean City will need only one more victory to qualify by the September 30 deadline. All public and parochial schools will compete m a common bracket.
