opine that the option of an A-VICE is "a nonstarter."<br />
Undated briefing packet, LAM Task Force, lists the<br />
several courses of action Cowell proposed and lists<br />
as COA #1: "<strong>The</strong> TF works for the AS or Asst. VCSA;<br />
revamps mission lAW AVCSNAS charter." <strong>The</strong> J-S<br />
included modeling and simulations within its purview<br />
in addition to requirements and capabilities. <strong>The</strong><br />
Navy's N-S organization, the Deputy Chief of Naval<br />
Operations (Resources, Warfare Requirements, and<br />
Assessments) , was headed by a vice admiral and<br />
staffed with several other flag-rank officers. <strong>The</strong> most<br />
recent incarnation of an AVCSA had a stormy history<br />
in the period 1967-1974, so stormy, in fact, that it<br />
was disestablished because of the prevailing view that<br />
it overly centralized and bottlenecked decisionmaking<br />
and that many A-Vice decisions seemed arbitrary. See<br />

21 Even before COL Boy offiCially joined the Task<br />
Force, he knew that he had been identified to do so.<br />
<strong>The</strong> author met him at a conference in the early spring<br />
of 1996, after Cowell's departure from the TF, and<br />
ultimately provided him information on the history<br />
of the A-Vice office and on some reasons it had not<br />
been reactivated earlier.<br />
