26 January 1993-GEN Franks signed<br />

a Certificate of Charter appointing MG White<br />

as Director, Dismounted Battlespace Battlefield<br />

Laboratory. <strong>The</strong> first special focus area<br />

identified for the Battle Lab in the charter is<br />

"optimize the night-fighting capability of the<br />

combined arms force (including CS and CSS<br />

elements) with particular emphaSiS on focal<br />

array planes [sic] and second generation<br />

FUR. <strong>The</strong> Battle Lab actually had been functioning<br />

and pursuing OTN inquiries since<br />

August 1992Y<br />

8 February 1993-ASA(RDA) established<br />

Special Task Force (STF) to manage<br />

development and horizontal technological<br />

integration of 2d Gen FUR with MG White<br />

as co-director. 12<br />

March 1993-First sessions of the 2d<br />

Gen FUR STF convened at Ft. Benning.13<br />

-MG White published "Commandant's<br />

Note : Infantry-<strong>Center</strong>piece of a Force Projection<br />

<strong>Army</strong>, " in Infantry (March-April<br />

1993). In it he commented on the history of<br />

experimentation in the twentieth century<br />

<strong>Army</strong> and described the establishment of the<br />

DBBL and its OTN tasking. He discussed also<br />

the several OTN-related critical tasks on<br />

which the Battle Lab was working and the<br />

ways in which he envisioned that work<br />

would extend the capabilities of the whole<br />

22 March 1993-GEN Franks recommended<br />

to GEN Sullivan that a Special Task<br />

Force be convened at Fort Knox under MG<br />

Funk to develop horizontal integration of requirements<br />

and programma tics for digitiZing<br />

the battlefield, including production of<br />

an IVIS-equipped Bradley Fighting Vehicle,<br />

similar to the STF at Benning for "Owning<br />

the Night. " 15<br />

19 April 1993-GEN Sullivan summarized<br />

the Division Commanders and TRADOC<br />

Commandants Conference of the preceding<br />

week in a message to attendees and their superiors.<br />

He noted particularly the importance<br />

of programs like <strong>Louisiana</strong> <strong>Maneuvers</strong> and the<br />

successes they were beginning to demonstrate<br />

saying, "Jerry White's 'own the night' work is<br />

revolutionary. .. "16<br />

3 August 1993-GEN Jimmy D. Ross,<br />

Cdr, AMC, sent a message to his subordinate<br />

commanders on the 21st-century brigade,<br />

a notional entity designed to have the<br />

firepower of the current heavy division. He<br />

tasked the addressees to provide input assessments<br />

for a briefing to the CSA on the<br />

equipment that would be available in the<br />

1997 -1998 time frame for fielding in such a<br />

unit in 2000. He directed they include "technology<br />

to enable us to own the night and<br />

weather, digitize the battlefield, provide<br />

combat ID and situational awareness, optimize<br />

the microprocessor, and optimize<br />

weapons lethality and mobility."I?<br />

September 1993-MG White published<br />

"Commandant's Note: Parting the Darkness,"<br />

in Infantry (September-October 1993), in<br />

which he described the OTN work being<br />

done at the DBBL and particularly the work<br />

and progress of the 2d Gen FUR STF He<br />

discussed the advantages the 2d Gen FUR<br />

technologies would provide the fighting<br />

force and the efficiencies that were resulting<br />

from horizontally integrating requirements<br />

and equipment developments across the<br />

battlefield operating systems. 18<br />

23 September-28 October 1993-DBBL<br />

conducted an OTN Advanced Warfighting<br />

Demonstration (AWD) at Fort Campbell,<br />

Kentucky, using primarily a battalion of the<br />

10 1st Air Assault Div. as it prepared for a<br />

March 1994 JRTC rotation. <strong>US</strong>MC aircraft<br />

and ANGUCO teams, <strong>US</strong>AF aircraft and liaison<br />

teams, and a <strong>US</strong>N SEAL team also took<br />

part, testing various night vision equipment<br />

and their own capabilities. <strong>The</strong> purpose of<br />
