will designate a General <strong>Of</strong>ficer stand-by<br />
member who will serve when the GOWG<br />
addresses issues which involve his or her<br />
proponency. This will enable you to tailor<br />
the GOWG to specific issues. <strong>The</strong> GOWG<br />
will meet (and/or electronically network) to<br />
present issues for inclusion in the LAM process,<br />
to develop the agenda for the Directors<br />
and to provide gUidance regarding the<br />
conduct of the LAM.<br />
d. LAM Board of Directors: <strong>The</strong> CSA,<br />
<strong>Army</strong> Senior Commanders, the VCSA, the<br />
DCSOPS, and the Commandant, AWC will<br />
serve as the senior advisory body for LAM.<br />
During annual conferences, they will review<br />
progress in assessing the <strong>Army</strong>'s critical issues,<br />
provide focus and direction for upcoming<br />
LAM exercises and recommend policy<br />
decisions for the <strong>Army</strong> based on LAM results.<br />
7. <strong>The</strong> LAMSS operates as follows:<br />
a. Title 10, Doctrine, Organization, Training,<br />
Materiel, Leader Development and Soldiers<br />
(DOTMLS), or policy issues are identified<br />
in the LAM process or as <strong>Army</strong>-wide<br />
input to the LAM .<br />
b. <strong>The</strong> sponsor for an issue will present<br />
the issue to the GOWG with proposed alternatives<br />
and a concept plan for inclusion in<br />
LAM; if an issue is accepted, you will develop<br />
plans to incorporate the issue into the<br />
LAM and may coordinate with the sponsor<br />
for subj ect matter expertise, data collection<br />
and analysis, etc.<br />
c. <strong>The</strong> GOWG will filter and focus issues,<br />
assess LAM results, recommend prioritization<br />
and resource trade-offs , develop an agenda<br />
for the Directors, and provide guidance to<br />
sponsors as appropriate.<br />
d. <strong>The</strong> Board of Directors will make policy<br />
recommendations for implementation, direct<br />
the course of the LAM, and add or eliminate<br />
issues as appropriate.<br />
e. <strong>The</strong> CSA LAM TF will provide quarterly<br />
updates to the CSA on LAM issues. This<br />
forum may be used to obtain CSA decisions,<br />
when required.<br />
f. Two quarterly updates per year will be<br />
conducted in conjunction with the semiannual<br />
Senior Commanders' Conferences.<br />
Appendixes<br />
g. <strong>Of</strong>f-quarter updates will be presented<br />
by the CSA LAM TF directly to the CSA.<br />
h. It is anticipated that much of the work<br />
of the LAM TF and GOWG will be accomplished<br />
by electronic, video teleconference,<br />
or other communication.<br />
8. RESPONSIBILITIES:<br />
a. CSA:<br />
(1) Exercise Director for the LAM.<br />
(2) Chairman, LAM Board of Directors .<br />
(3) Provides gUidance to the Director,<br />
CSA LAM TF<br />
(4) Senior rates the Director, CSA LAM<br />
TF<br />
b. Commander, Training and Doctrine<br />
Command (TRADOC):<br />
(1) Deputy Director of the LAM.<br />
(2) Represents the CSA on a day-to-day<br />
basis to oversee the conduct and execution<br />
of the LAM.<br />
(3) Organizes and supports the DOTMLS<br />
integrating process for the LAM within<br />
TRADOC.<br />
(4) Stations and supports the CSA LAM<br />
TF<br />
(5) Rates the Director, CSA LAM TF<br />
c. Senior Commanders (<strong>Army</strong> Four Stars<br />
and Commander, <strong>US</strong>ARPAC):<br />
( 1 ) Serve as members of the LAM Board<br />
of Directors.<br />
(2) Review Title 10, DOTMLS, and policy<br />
initiatives, providing focus and direction.<br />
(3) Provide general officer representation<br />
for GOWG.<br />
(4) Sponsor the integration of LAM issues<br />
into exercises.<br />
d. Other Major Commanders:<br />
(1) Nominate issues as appropriate.<br />
(2) Facilitate exercise integration as appropriate.<br />
(3) Provide continuing LAM TF liaison<br />
(need not be on site).<br />
(4) Provide GOWG representation as reqUired.<br />
e. Deputy Chief of Staff for Operations<br />
and Plans:<br />
(1) Represent me as the ARSTAF proponent<br />
and Department integrator for the LAM<br />
process. Retains authority for all LAM task-<br />
