MEMORANDUM FOR BG TOMMY R. FRANKS , DIRECTOR,<br />

LOUISIANA MANEUVERS TASK FORCE<br />

SUBJECT: Letter of Instruction for <strong>Louisiana</strong><br />

<strong>Maneuvers</strong> (LAM)<br />

1. PURPOSE: This Letter of Instructions<br />

establishes the CSA <strong>Louisiana</strong> <strong>Maneuvers</strong><br />

Task Force (LAM TF) and assigns you as the<br />

Director of the Task Force with responsibility<br />

to develop and execute <strong>Louisiana</strong> <strong>Maneuvers</strong>.<br />

It provides my concept, objectives, and<br />

expectations for the <strong>Louisiana</strong> <strong>Maneuvers</strong><br />

including the command and control architecture.<br />

It provides your authority to act,<br />

under my direction as represented by the<br />

Deputy Chief of Staff for Operations and<br />

Plans and under the direction of Commander,<br />

TRADOC acting as the Deputy Director<br />

of <strong>Louisiana</strong> <strong>Maneuvers</strong>.<br />

2. CONCEPT:<br />

a. <strong>Louisiana</strong> <strong>Maneuvers</strong> is the <strong>Army</strong>'s program<br />

to bring together and focus the forces<br />

of change and cohesion as we transition from<br />

being a Cold War <strong>Army</strong> oriented on the Soviet<br />

threat to a CON<strong>US</strong>-based power projection<br />

<strong>Army</strong> of the 21st Century-a Total<br />

Force, trained and ready to fight, serving the<br />

nation at home and abroad, a strategic force<br />

capable of decisive victory. At the essence of<br />

our <strong>Army</strong> is its warfighting capability. LAM<br />

is a vehicle to assess progress as well as focus<br />

and facilitate change in a warfighting<br />

context through exercises, simulations, and<br />

intellectual interface.<br />

b. I expect to use LAM as a process which<br />

will help us identify policy issues across the<br />

full range of Departmental responsibilities<br />

and the operational continuum, and encompassing<br />

the full planning range from force<br />

generation through war termination, redeployment,<br />

and demobilization. LAM includes<br />

Senior Commander Seminars, existing<br />

Departmental and joint exercises, and<br />

existing and emerging simulations to assess<br />

progress on known and emerging issues and,<br />

where appropriate, it will help us identify<br />

alternatives and provide a structured policymaking<br />

format.<br />

c. LAM will focus initially on <strong>Army</strong> and<br />

JCS exercises and simulation activities being<br />

conducted routinely as we strive to keep<br />

the <strong>Army</strong> trained and ready. This is an<br />

"economy of force" operation as my intent<br />

is to "piggyback" on on-going exercises and<br />

simulations. Other events should be developed,<br />

however, which capitalize on our ability<br />

to simulate weapons systems and equipment<br />

and to assess alternatives or evaluate<br />

policy options to expand our horizons. <strong>The</strong>se<br />

may be conducted as unique events, as<br />

"games within games," or as "skunk works"<br />

activities. This will involve close links between<br />

"training" and "combat developments."<br />

<strong>The</strong> role of LAM and the LAM TF<br />

Director will be to integrate these developments,<br />

lessons learned, and exercise or simulation<br />

results in a rational, structured way<br />

and to bring those outcomes to the senior
