a transformation from a structure crafted to<br />
manage the <strong>Louisiana</strong> <strong>Maneuvers</strong> process to<br />
one that, primarily, would synchronize the<br />
Force XXI Campaign. Initial plans called for<br />
the bulk of the Task Force to move to Washington<br />
with only a small remnant continuing<br />
at Fort Monroe.4 <strong>The</strong> final organization<br />
was more evenly dispersed geographically,<br />
with directorates or groups of directorates<br />
in the Washington area, Fort Monroe, Fort<br />
Leavenworth, and Carlisle Barracks. (See<br />
Figure 7 for the structure of the reorganized<br />
Task Force.)<br />
BG Ohle, a part of the Task Force headquarters,<br />
and portions of the Initiatives and<br />
Synchronization (formerly Issues) Directorates,<br />
ultimately resided in the Pentagon,<br />
where they absorbed the former Pentagon<br />
Liaison <strong>Of</strong>fice. <strong>The</strong> Initiatives Directorate<br />
received responsibility for supervising what<br />
remained of the original LAM process and<br />
also assisted in the overall Force XXI marketing<br />
effort. <strong>The</strong> Synchronization Directorate<br />
was responsible for coordinating the<br />
Force XXI Campaign . It organized the Synchronization<br />
Working Groups (SWGs),<br />
which ultimately became arenas for discus-<br />

sion and coordination, at the colonel level,<br />
of actions and issues associated with melding<br />
together the different parts of the Force<br />
XXI Campaign . <strong>The</strong> directorate contained a<br />
Synchronization Division, which was responsible<br />
for overall Force XXI synchronization,<br />
an ADO Axis Division, and a TDA<br />
Axis Division, the latter two responsible for<br />
coordination within their axes.<br />
<strong>The</strong> Deputy Director, the Support and<br />
Communications Directorate, remnants of the<br />
Issues and Initiatives Directorates, and most<br />
of the former Operations Directorate-now<br />
known as the Monroe Directorate-remained<br />
at Fort Monroe. <strong>The</strong> Support and Communications<br />
Directorate continued its functions<br />
without much change. <strong>The</strong> rest of the Monroe<br />
Directorate contained a Joint Venture Division,<br />
which monitored Joint Venture activities,<br />
and an Information Synthesis Division,<br />
which investigated new technologies and synthesized<br />
the insights gleaned.<br />
In accordance with Sullivan's desires, the<br />
Task Force also maintained presences at other<br />
key sites. <strong>The</strong> Exercise Directorate at Fort<br />
Leavenworth became the Leavenworth Directorate,<br />
