14 April 1994-Digitization STF publishes<br />

Concept Plan for the <strong>Army</strong> Digitization<br />

<strong>Of</strong>fice 39<br />

25 April 1994-BG Oder meets with GEN<br />

Sullivan to discuss concerns expressed by Mr.<br />

Emmett Paige, Assistant Secretary of Defense<br />

for C3I, during a briefing on <strong>Army</strong> digitization<br />

efforts aboutJoint interoperability, shedding<br />

old systems, acquisition reform. While<br />

acknowledging the concerns, the assembled<br />

group sees no way in which to respond immediately<br />

to them.40<br />

5-6 May 1994-"Brigade 96" General<br />

<strong>Of</strong>ficer Meeting takes place to discuss planning<br />

for battlefield digitization and Brigade<br />

96. HTI GOWG meets on 6 May and is presented<br />

a progress report from the Digitization<br />

STF Results of the meetings include<br />

designation of responsible agents for a number<br />

of tasks associated with battlefield digitization,<br />

notably several requirements for the<br />

Digitization STF/ADO, PEO CCS, and<br />

TRADOC to articulate various aspects of<br />

applique acquisition.41<br />

9 June 1994-Mr. Gilbert Decker, the<br />

ASA(RDA) and the <strong>Army</strong> Acquisition Executive<br />

(AAE), and GEN ]. H. Binford Peay III,<br />

the VCSA, approve the charter for the <strong>Army</strong><br />

Digitization <strong>Of</strong>fice (ADO). <strong>The</strong> ADO functions<br />

as a staff element of both the AAE and<br />

the OVCSA, with responsibility for gUiding,<br />

assisting, and developing policy for digitization<br />

matters across the <strong>Army</strong>Y<br />

8 July 1994-<strong>The</strong> Digitization STF publishes<br />

its final report describing its work and<br />

particularly detailing the assessments it has<br />

conducted of different technologies and digitization<br />

schemes as a "j ump-start" for the<br />

ADO's activities.43<br />

-<strong>The</strong> ADO is established with MG Joe<br />

W Rigby as Director.44<br />

13-14 July 1994-<strong>The</strong> <strong>Louisiana</strong> <strong>Maneuvers</strong><br />

Board of Directors approves the<br />

Force XXI Campaign Plan, which includes<br />

<strong>Army</strong> digitization as one of its three axes.45<br />

July 1994-<strong>The</strong> <strong>Army</strong> Science Board<br />

concludes its Summer Study on Technical<br />

Information Architecture for Command,<br />

Control, Communications, and Intelligence<br />

on the Digital Battlefield.46<br />

1 August 1994-TRADOC publishes updated<br />

draft concept for future operations in<br />

TRADOC Pam 525-5, Force XXI Operations.4 7<br />

18 August 1994-MG William H.<br />

Campbell, PEO for Command and Control<br />

Systems, briefs the HTI GOWG on the Request<br />

for Proposal (RFP) for appliques systems.<br />

<strong>The</strong> RFP is approved and released<br />

on 19 August 1994.48<br />

29 August 1994-<strong>The</strong> VCSA, GEN<br />

Tilelli, publishes the Force XXI Integration<br />

Plan, which outlines how the <strong>Army</strong> Staff<br />

would integrate and support the Force XXI<br />

Campaign. 49<br />

1 September 1994-Results of the <strong>Army</strong><br />

Science Board Summer Study Technical Architecture<br />

for <strong>Army</strong> C4I, briefed to the CSA.<br />

Based on the recommendations approved by<br />

the CSA, the ASA(RDA) and the VCSA issue<br />

a memorandum on 28 September 1994 outlining<br />

<strong>Army</strong> roles and responsibilities for<br />

developing and maintaining the C4I Technical<br />

Architecture. 50<br />

7 October 1994-MG Campbell updates<br />

Mr. Decker on the Applique RFP approved<br />

by the HTI GOWG on 18 August. <strong>The</strong> briefing<br />

is to update Mr. Decker on the RFP itself<br />

and to analyze possible proposals one week<br />

before the deadline for submission of proposals.51<br />

2 December 1994-<strong>The</strong> <strong>Army</strong> announces<br />

designation of the 2d Armored Division<br />

at Ft. Hood, Texas, as the <strong>Army</strong>'s Experimental<br />

Force (EXFOR) for Force XXI<br />

digitization experimentation. 52<br />
