3. OBJECTIVES: <strong>The</strong> LAM will:<br />

a. Explore and assess emerging policy<br />

options related to our ability to fulfill Departmental<br />

Title 10 responsibilities to man,<br />

equip, organize, train and sustain the force<br />

and generate tailored Total <strong>Army</strong> force packages<br />

to support the national military strategy.<br />

b. Participate in joint and combined operations<br />

to support warfighting CINC's in a<br />

structural way to learn and use what we learn<br />

to:<br />

(1) Adjust our doctrine, organizations,<br />

training, materiel, leader development, and<br />

soldiers (DOTMLS).<br />

(2) Confirm our sea, air, and land strategic<br />

mobility, and other requirements.<br />

c. Evaluate new weapons systems, equipment<br />

and organizations through the use of<br />

simulations in a "fly before you buy" commitment<br />

to full fledged R &. D.<br />

4. SCOPE:<br />

<strong>The</strong> focus of this effort is on how our<br />

<strong>Army</strong> thinks and fights at the theater level<br />

of war and how best to adjust to the realities<br />

of the interface between the Department's<br />

Title 10 responsibilities and support of<br />

warfighting CIN C's as we mature in the post­<br />

Cold War environment. LAM is a Total <strong>Army</strong><br />

effort. It will incorporate HQDA, <strong>Army</strong> Major<br />

Commands, and warfighting headquarters<br />

as appropriate. Joint and combined participation<br />

will be actual or simulated as required.<br />

S. EXPECTATIONS:<br />

a. I expect you, working under the supervision<br />

of the Deputy Director of <strong>Louisiana</strong><br />

<strong>Maneuvers</strong> and supported by him in his capacity<br />

as Commander, TRADOC, to organize<br />

and staff the LAM TF and to develop a concept<br />

and a plan for the interface of the LAM<br />

General <strong>Of</strong>ficer Working Group (GOWG) and<br />

your office. No later than 25 September, I<br />

want you to brief me on the status of the<br />

project, plans, and your expectations.<br />

b. I expect you to begin this year to develop<br />

and assess issues as pilot projects: to<br />

walk before you run using exercises like<br />

ULCHI Focus LENS 92, REFORGER 92, BCTp, and<br />

so forth that are presently being prepared<br />

for execution this year. I want you to bring<br />

preliminary issues and your long term plans<br />

to me prior to taking it to the LAM Board of<br />

Directors in October of this year.<br />

c. By 1994, I expect to be able to track<br />

and assess multiple exercises at different<br />

points on the continuum to isolate, assess,<br />

and address emerging policy and develop<br />

issues to top-feed the force development and<br />

integration process.<br />

6. ORGANIZATION:<br />

a. <strong>The</strong> LAM Support System (LAMSS) is<br />

the administration, information, and decision<br />

network architecture supporting <strong>Louisiana</strong><br />

<strong>Maneuvers</strong>. It includes three principal<br />

elements, the CSA LAM Task Force, the LAM<br />

General <strong>Of</strong>ficer Working Group, and the<br />

LAM Board of Directors.<br />

b. CSA LAM Task Force (LAM TF): Your<br />

office, and the LAM TF are organized as an<br />

extension of the <strong>Of</strong>fice of the Chief of Staff,<br />

<strong>Army</strong> (CSA) , to develop and execute the<br />

LAM. You will be the principal coordinator<br />

of the General <strong>Of</strong>ficer Working Group<br />

(GOWG) and LAM Board of Directors. You<br />

and your people will assist and support the<br />

<strong>Army</strong>-wide proponents as they develop and<br />

present issues to the GOWG and Directors.<br />

You will coordinate the integration of proponent<br />

developed issues into the exercises,<br />

synchronize exercises and information requirements,<br />

build collection: plans, coordinate<br />

subject matter experts and data collectors<br />

to extract the maximum available information<br />

from the exercises, and use the results<br />

to build decision packages for the Directors.<br />

c. General <strong>Of</strong>ficer Wo rking Group<br />

(GOWG) : Each member of the LAM Board<br />

of Directors will deSignate a general officer<br />

as a permanent member of the GOWG. Each<br />

MACOM, Integrating <strong>Center</strong>, HQDA Staff<br />

proponent, Chief of the <strong>Army</strong> Reserve<br />

(CAR) , and Director, <strong>Army</strong> National Guard<br />
