16 December 1992-GEN Sullivan, at a<br />

four-star RRC meeting at Ft. Belvoir, VA , directs<br />

that the <strong>Army</strong> pursue a digital capability<br />

across the battlefield, setting a goal for<br />

the <strong>Army</strong> of having a digitized division in<br />

place by the turn of the century8<br />

17 February 1993-GEN Franks, during<br />

a Senior <strong>Of</strong>ficer Review at Ft. Leavenworth,<br />

KS, tasks the u.S. <strong>Army</strong> Signal <strong>Center</strong><br />

(SigCen) to resolve the issue of standardizing<br />

protocols and message formats across battlefield<br />

functional areas 9<br />

3 March 1993-Second LAM Board of<br />

Directors meeting reviews status of TRADOCs<br />

and AMCs investigation into battlefield digitization.<br />

CSA notes, "<strong>The</strong> digitized battlefield<br />

provides the greatest leverage to develop a<br />

smaller and more capable <strong>Army</strong>. " Proposes<br />

plan to exercise simulated 2005 high-tech,<br />

brigade-size Mobile Strike Force as part of<br />

Command and General Staff College Exercise<br />

PRAIRIE WARRIOR in spring 1993 10<br />

11 March 1993-VCSA tasks TRADOC<br />

to develop a Mission Needs Statement and<br />

requirements-level definition for the programs<br />

having high Horizontal Technological Integration<br />

(HTI) potential, to include digitization,<br />

with a suspense for completion of end of May<br />

1993. VCSA also tasks the DCSOPS to stay<br />

closely linked with TRADOC in this effort. 11<br />

17 March 1993-CG, SigCen, in conjunction<br />

with MG Otto J. Guenther, Commander,<br />

u.S. <strong>Army</strong> Communications and<br />

Electronics Command (CECOM), agrees that<br />

CECOM should work with SigCen to respond<br />

to GEN Franks' directive and proposes<br />

to convene a Protocol Working Group at Ft.<br />

Gordon, GA, on 20 April 1993, to lay out<br />

issues, reach consensus on a time line for conversion<br />

to a set of standard protocols, and<br />

establish a work plan to achieve that goal. 12<br />

25 March 1993-MBBL conducts a second<br />

Battlefield Synchronization Demonstration<br />

at Ft. Knox employing horizontally integrated<br />

communications among tanks, Bradley<br />

Fighting Vehicles, aircraft, and fire support<br />

elements. This demonstration reaffirms<br />

the earlier perceived potentials but also further<br />

confirms the need for standard digitized<br />

message formats and protocols. 13<br />

14 April 1993-MG Guenther convenes<br />

C3IEW "Home-on-Home" Protocols Working<br />

Group meeting of general officers and<br />

colonels from TRADOC and AMC (center<br />

CGs/DCGs and PEOs/PMs) at CECOM, Ft.<br />

Monmouth , NJ . <strong>The</strong> meeting proceeds<br />

against a background of an earlier ASA(RDA)<br />

tasking to develop an integrated plan for<br />

battlefield digitization; to agree upon definitions,<br />

current statuses, and proj ected directions;<br />

and to address digitizing the battlefield<br />

and information exchange requirements<br />

for accomplishing that. <strong>The</strong> group agrees<br />

upon definitions and establishes the Ad Hoc<br />

Working Group for Digitizing the Battlefield,<br />

to be cochaired by MG Funk and MG<br />

Guenther, which would meet within 90 days<br />

of their own meeting. 14<br />

29 May 1993-MG Guenther and MG<br />

Gray, Cdr, SigCen, announce their decision<br />

as heads of the Protocols Working Group to<br />

employ the Tacfire protocol and message suite<br />

as the baseline standard suite for horizontal<br />

standardization across BFAs. PM Abrams, MG<br />

McVey, had already protested this decision as<br />

requiring IVIS to take a backward step in capability<br />

to enable its reengineering for compatibility<br />

with Tacfire. 15<br />

9 June 1993-Representatives from<br />

ASA(RDA) , ODCSOPS (DAMO-FDD), and<br />

ODISC4 meet to discuss the SigCen message<br />
