new developments on their land. Apparently, this confirmation only<br />

referred to the absence <strong>of</strong> the protest by White owners who were<br />

originally granted those farms. Apparently, the White authorities only<br />

expected protest from the White owners, not the Black communities who<br />

were totally ignored when surveying, granting and implementing<br />

whatever they planned on the Makgabeng lands. After all, protest by<br />

Blacks was ruthlessly repressed.<br />

To legislate the findings <strong>of</strong> the SANAC on Black land issues, the Natives<br />

Land Act <strong>of</strong> 1913 (Act no. 27) was passed. It was meant “to make further<br />

provision as to the purchase and leasing <strong>of</strong> land by Natives and other<br />

persons in the several parts <strong>of</strong> the Union and for the other purposes in<br />

connection with the ownership and occupation <strong>of</strong> land by Natives and<br />

other persons” 402 . One <strong>of</strong> the major provisions <strong>of</strong> this Act was the transfer<br />

<strong>of</strong> large tracts <strong>of</strong> land into the White owners’ hands. All the farms in the<br />

Makgabeng area were transferred into the Pietersburg District. And<br />

again, all those farms were given new numbers 403 under which they were<br />

transferred 404 .<br />
