3 Prevail<strong>in</strong>g op<strong>in</strong>ion among Slovene managers is that <strong>in</strong> comparison to,<br />
for example, Poland, self-management gave only short-run advantages to<br />
Slovenian firms – workers were used to take decisions – but not the longun<br />
advantages, s<strong>in</strong>ce qualitative changes <strong>in</strong> the workplace are much harder<br />
to achieve. Persistence by workers not to become accountable for their<br />
decisions is very high. (Quoted from the director <strong>of</strong> the wood process<strong>in</strong>g<br />
company Javor, which was also <strong>in</strong>cluded <strong>in</strong> the above mentioned project).<br />
