short run. In autumn 1990, Yugoslavia actually ceased to exist as an economic<br />

entity – taxes were not collected, money was ‘pr<strong>in</strong>ted’ elsewhere,<br />

tariffs and special levies were <strong>in</strong>troduced for ‘imports’ from other<br />

republics. In addition, the republics started to build up their own economic<br />

systems which differed considerably from the very beg<strong>in</strong>n<strong>in</strong>g.<br />

The collapse <strong>of</strong> the economic reform and <strong>of</strong> the stabilization program,<br />

which were launched <strong>in</strong> an acute economic crisis and carried out dur<strong>in</strong>g<br />

a political crisis, was unavoidable.<br />

The agony <strong>of</strong> the political system became evident dur<strong>in</strong>g 1988. Then,<br />

public demonstrations that were more or less organized began to escalate<br />

dramatically, both <strong>in</strong> number and ferocity, expound<strong>in</strong>g contradictory<br />

economic, social and political demands.<br />

In Vojvod<strong>in</strong>a and Montenegro, the political demonstrations <strong>in</strong> favour<br />

<strong>of</strong> a stronger Serbia caused the resignation <strong>of</strong> the entire Party and government<br />

leadership; overthrow <strong>of</strong> the party leadership was, however, for<br />

a short time only, prevented by similar public demonstrations <strong>in</strong> Kosovo.<br />

The political demonstrations <strong>in</strong> Slovenia were <strong>in</strong> support <strong>of</strong> political<br />

pluralism emerg<strong>in</strong>g <strong>in</strong> the republic: demands for the abolition <strong>of</strong> the one<br />

party system were grow<strong>in</strong>g. The Peasants’ Party, the Slovene Democratic<br />

League and the Social-Democratic Party were established. The legalization<br />

<strong>of</strong> political parties <strong>in</strong> 1989 created necessary conditions for free elections<br />

and parliamentary democracy. Pre-election campaigns and elections were<br />

peaceful and the transition <strong>of</strong> power from the old to the new governments<br />

was similar to the best traditions <strong>of</strong> European democracies.<br />

The outcome <strong>of</strong> these elections, as well as elections held <strong>in</strong> other<br />

republics, divided Yugoslavia <strong>in</strong>to two parts: one part rema<strong>in</strong>ed a system<br />

<strong>of</strong> the communist/socialist type (Serbia and Montenegro), and<br />

another (the rest <strong>of</strong> the country) emerged with the Western-type systems.<br />

This, together with emergence <strong>of</strong> nationalistic governments and<br />

the collapse <strong>of</strong> economic reform, f<strong>in</strong>ally led to the civil war and to the<br />

breakdown <strong>of</strong> the country.<br />
