and def<strong>in</strong>e an appropriate set of data to collect <strong>in</strong> Belgium. In th<strong>is</strong> validation exerc<strong>is</strong>e,<br />
ex<strong>is</strong>t<strong>in</strong>g Belgian reg<strong>is</strong>tration systems like MVG-RIM2 can be taken <strong>in</strong>to account (see<br />
chapter 4). Also, a cross-validation <strong>with</strong> ICF core-sets can be an option (see chapter 3).<br />
Next, a pilot reg<strong>is</strong>tration system could be implemented, test<strong>in</strong>g the feasibility of the<br />
proposed data set <strong>in</strong> the Belgian rehabilitation context.<br />
12.3.3 Third step: Introduction/Development of a patient classification system<br />
and eventually a f<strong>in</strong>anc<strong>in</strong>g system<br />
Until now, the l<strong>in</strong>k between the assessment tools and the f<strong>in</strong>anc<strong>in</strong>g of rehabilitation has<br />
not been thoroughly exam<strong>in</strong>ed. Studies on the <strong>in</strong>tegration of the rehabilitation tools <strong>in</strong><br />
the f<strong>in</strong>anc<strong>in</strong>g system have been undertaken <strong>in</strong> some countries (Australia, United States,<br />
Germany, Switzerland and Canada), followed by the <strong>in</strong>troduction of the developed<br />
system <strong>in</strong> the f<strong>in</strong>ancial system of the country (see chapter 3).<br />
As mentioned <strong>in</strong> Step 2 and <strong>in</strong> previous chapters of th<strong>is</strong> study, an assessment tool will<br />
be important <strong>in</strong> order to determ<strong>in</strong>e the patient’s rehabilitation needs and goals for<br />
organ<strong>is</strong>ational and f<strong>in</strong>anc<strong>in</strong>g purposes as well as to orient him/her to the adequate<br />
cl<strong>in</strong>ical rehabilitation services. As outl<strong>in</strong>ed <strong>in</strong> chapter 3, nowadays it <strong>is</strong> not possible to<br />
f<strong>in</strong>d a classification tool that covers organ<strong>is</strong>ation as well as cl<strong>in</strong>ical purposes (much work<br />
<strong>is</strong> go<strong>in</strong>g on to develop such a system based on ICF). For organ<strong>is</strong>ational and f<strong>in</strong>anc<strong>in</strong>g<br />
purposes, patients characterized by a similar cl<strong>in</strong>ical profile and a comparable level of<br />
needed resources have to be classified <strong>in</strong> homogeneous groups. A pilot study should be<br />
launched focused on the choice of the patient classification system for organ<strong>is</strong>ational<br />
and f<strong>in</strong>anc<strong>in</strong>g purposes (and probably another one for cl<strong>in</strong>ical purposes) (see chapter 3).<br />
<strong>The</strong> ongo<strong>in</strong>g <strong>in</strong>ternational studies should be kept <strong>in</strong> m<strong>in</strong>d, and as soon as they are<br />
<strong>available</strong>, new <strong>in</strong>ternational developments <strong>in</strong> th<strong>is</strong> field (based on ICF) should be taken<br />
<strong>in</strong>to account.<br />
Also, a cost model has to be developed, tak<strong>in</strong>g <strong>in</strong>to account the f<strong>in</strong>d<strong>in</strong>gs <strong>in</strong> chapter 10<br />
and 11 of th<strong>is</strong> study.<br />
12.3.4 Fourth step: Results: Organization and f<strong>in</strong>anc<strong>in</strong>g of post-acute<br />
rehabilitation care.<br />
<strong>The</strong> PCS and f<strong>in</strong>anc<strong>in</strong>g model that will be the result of the study can then be<br />
implemented. Th<strong>is</strong> has to go hand <strong>in</strong> hand <strong>with</strong> measures assur<strong>in</strong>g quality control.<br />
Thorough reg<strong>is</strong>tration <strong>is</strong> needed <strong>in</strong> order to d<strong>is</strong>pose of the necessary data to further<br />
plan rehabilitation services.
