In order to implement the different recommendations made <strong>in</strong> th<strong>is</strong> <strong>report</strong>, the follow<strong>in</strong>g<br />

steps are proposed. First of all patients <strong>with</strong> rehabilitation needs and goals should be<br />

<strong>in</strong>dentified based on the conceptual def<strong>in</strong>ition to test the conceptual def<strong>in</strong>ition <strong>in</strong> cl<strong>in</strong>ical<br />

practice. Systematic reg<strong>is</strong>tration of the patients’ profiles and delivered rehabilitation<br />

activities, <strong>in</strong> a central database, should be started as soon as possible <strong>in</strong> order to allow<br />

for correction of the estimations mentioned above, based on real data. <strong>The</strong>n, a<br />

classification system should be developed <strong>in</strong> order to assign an <strong>in</strong>dividual to the<br />

appropriate level of rehabilitation services <strong>with</strong> regard to h<strong>is</strong> rehabilitation needs and<br />

goals at a certa<strong>in</strong> po<strong>in</strong>t <strong>in</strong> the d<strong>is</strong>ease trajectory. <strong>The</strong> currently ex<strong>is</strong>t<strong>in</strong>g rehabilitation<br />

services should be reoriented to respectively general, specific and highly specific<br />

services. A network permitt<strong>in</strong>g collaboration between the services of the different<br />

levels at the level of cl<strong>in</strong>ical activities as well as concern<strong>in</strong>g research and education<br />

should be <strong>in</strong>stalled. Patient referral can then be real<strong>is</strong>ed <strong>with</strong><strong>in</strong> th<strong>is</strong> network us<strong>in</strong>g the<br />

PCS. F<strong>in</strong>ally, the appropriate payment systems need to be developed for the different<br />

levels as described above. Quality control should be implemented.<br />

13.2 COMPARISON WITH THE REPORT OF THE MINISTERIAL<br />

WORKING GROUP (PROF. HEILPORN): “NETWORK OF<br />

MUSCULOSKELETAL AND NEUROLOGICAL<br />

REHABILITATION”<br />

13.2.1 Introduction<br />

On demand of M<strong>in</strong><strong>is</strong>ter R. Demotte a “work<strong>in</strong>g group” was composed of different<br />

stakeholders and experts <strong>with</strong><strong>in</strong> the whole rehabilitation sector, under the direction of<br />

Prof. A.Heilporn. A subgroup concern<strong>in</strong>g musculoskeletal and neurological rehabilitation<br />

held 16 meet<strong>in</strong>gs between January 2005 and November 2006. <strong>The</strong> <strong>report</strong> was publ<strong>is</strong>hed<br />

<strong>in</strong> 2007. <strong>The</strong> activities of the M<strong>in</strong><strong>is</strong>terial group took place <strong>in</strong> parallel <strong>with</strong> the <strong>KCE</strong><br />

project 2005-18 HSR titled “Organ<strong>is</strong>ation and F<strong>in</strong>anc<strong>in</strong>g of Musculoskeletal and<br />

Neurological Rehabilitation <strong>in</strong> Belgium”.<br />

<strong>The</strong> aim of the M<strong>in</strong><strong>is</strong>terial subgroup was to elaborate a concrete proposal for the<br />

organ<strong>is</strong>ation of musculoskeletal and neurological rehabilitation <strong>in</strong> Belgium, based on the<br />

recommendations as formulated <strong>in</strong> the policy note of the M<strong>in</strong><strong>is</strong>ter and the <strong>report</strong> of<br />

the audit performed by Mr. Verhaevert of the budgetary comm<strong>is</strong>sion of the<br />

RIZIV/INAMI (June 2004).<br />

<strong>The</strong> primary aim of the <strong>KCE</strong> project <strong>is</strong> to study the current RIZIV/INAMI conventions<br />

for ‘locomotor rehabilitation’. As f<strong>in</strong>anc<strong>in</strong>g and payment <strong>is</strong> very much related to<br />

organizational <strong>is</strong>sues, the secondary aim of the study was to assess the organization and<br />

f<strong>in</strong>anc<strong>in</strong>g of musculoskeletal and neurological rehabilitation.<br />

13.2.2 Methodology<br />

<strong>The</strong> methodology of the <strong>KCE</strong> project was described earlier <strong>in</strong> th<strong>is</strong> <strong>report</strong> throughout<br />

the different chapters. Summar<strong>is</strong>ed, the different <strong>is</strong>sues were primarily approached <strong>in</strong> a<br />

scientific way by means of a thorough search of the <strong>available</strong> scientific literature. In the<br />

different steps of th<strong>is</strong> project, evidence found <strong>in</strong> scientific literature was maximally used.<br />

Where evidence lacked, other sources were used such as grey literature, national and<br />

<strong>in</strong>ternational expert op<strong>in</strong>ion, expert meet<strong>in</strong>gs and surveys. Also, an exerc<strong>is</strong>e <strong>in</strong> analys<strong>is</strong><br />

of costs and expenditures and some f<strong>in</strong>ancial simulations were performed.<br />

<strong>The</strong> M<strong>in</strong><strong>is</strong>terial Subgroup applied a completely different methodology. <strong>The</strong><br />

developed ideas are ma<strong>in</strong>ly based on expert op<strong>in</strong>ion and dialogue between the different<br />

stakeholders, members of the subgroup. For scientific data concern<strong>in</strong>g for example<br />

epidemiology reference <strong>is</strong> made to the <strong>KCE</strong> project.
