FTR was ranked as the best alternative. According to the model, it brings the<br />

largest contribution to the BAF‘s operational capability, followed by ASW, UAV, HLA<br />

and CGO. Nevertheless, HLA needs to be analyzed in terms of its marginal contribution<br />

for the reasons previously stated.<br />

Figure 34 shows a comparison between HLA and HLB. The total difference<br />

between utilities is 0.167, which is smaller than HLA‘s original utility of 0.265. This<br />

result puts HLA in the last position of the alternatives‘ rank, showing how important it is<br />

to consider the systems already in use when the situation is applicable. If this aspect was<br />

not taken into consideration, the rank among alternatives would certainly be distorted.<br />
