Water and/or Wastewater Facilities - Approval to Operate (Approval of<br />
Construction)<br />
LEGAL AUTHORITY:<br />

A.R.S. § 49-361<br />
CONDITIONS REQUIRING PERMITS, AUTHORIZATIONS OR FILINGS:<br />
This approval ensures that new or modified water and/or wastewater facilities are constructed<br />
in accordance with plans and specifications approved by the ADEQ, as described by an<br />
Approval to Construct Certificate.<br />
A submittal of the following by a Professional Engineer registered in the State of Arizona,<br />
responsible for project construction supervision:<br />
1) Engineer’s Certificate of Completion.<br />
2) As-built plans.<br />
3) Final Operation and Maintenance Manual (if required).<br />
4) Construction and pre-operational inspection and testing data.<br />
5) Other support information to demonstrate proper construction.<br />
Facilities requiring permit approvals by ADEQ may be subject to review for adherence to the<br />
applicable local and/or regional Water Quality Management Plan (208 Plan).<br />

None<br />
FEES:<br />
Initial fees range from $500 to $1,000. Final billing and refund is based on the time spent by<br />
ADEQ in processing the application.<br />
AVERAGE PROCESSING TIME:<br />
Typically from two to eight weeks. Simple projects without operation and maintenance<br />
manuals typically are permitted within two weeks. Complex projects receive final approval<br />
within four to eight weeks. Projects with incomplete documentation and major construction<br />
deficiencies should expect a processing time of eight weeks or more.<br />
