VEHICLE PREPAREDNESS AND INSPECTION<br />
Two fire extinguishers listed or approved by a nationally recognized laboratory each having a<br />
rating of 10-BC shall be located near the driver's seat. The extinguishers shall be inspected<br />
annually by a competent person. [29 C.F.R. 1910.109(d)(2)(iii) and 1910.157(e)(3)]<br />
Any vehicle used for transporting explosives shall be inspected for the following to determine<br />
that it is in proper condition [29 C.F.R. 1910.109(d)(2)(iv)]:<br />
VEHICLE OPERATION<br />
(a) Fire extinguishers full and in good working order.<br />
(b) All electrical wiring completely protected and securely fastened to the chassis to<br />
prevent short-circuiting.<br />
(c) Chassis, motor, pan, and underside of body reasonably clean and free of excess oil<br />
and grease.<br />
(d) Fuel tank and feedline secure and no leaks.<br />
(e) Tires checked for proper inflation and defects.<br />
(f) All other aspects of the vehicle shall be in proper condition and acceptable for<br />
handling explosives.<br />
Vehicles transporting explosives shall only be driven by a driver who is familiar with traffic<br />
regulations, state law, and OSHA's explosives regulations in 29 C.F.R. 1910.109. [29 C.F.R.<br />
1910.109(d)(3)(i)]<br />
Except under emergency conditions, no vehicle transporting explosives shall be parked before<br />
reaching its destination, even though attended, on any public street adjacent to or in proximity<br />
to any place where people work. [29 C.F.R. 1910.109(d)(3)(ii)]<br />
Every vehicle transporting any quantity of Division 1.1, 1.2, or 1.3 explosive shall, at all<br />
times, be attended by a driver or properly trained attendant. Attended means the driver or<br />
attendant is physically on or in the vehicle, or has the vehicle within their field of vision and<br />
can reach it quickly without any interference. It also means the employee is awake, alert and<br />
not engaged in other duties or activities which may divert their attention from the vehicle.<br />
However an explosive-laden vehicle may be left unattended if parked within a securely fenced<br />
or walled areas with all gates or entrances locked where parking of such vehicle is otherwise<br />
permissible or at a magazine site established solely for the purpose of storing explosives. [29<br />
