Transportation of Explosives - Continued<br />

In the event of breakdown or collision, the local fire and police departments<br />

shall be promptly notified. Explosives shall be transferred from the disabled vehicle to<br />

another only, when proper and qualified supervision is provided. [29 C.F.R.<br />

1910.109(d)(1)(iii)]<br />

Blasting caps or electric blasting caps shall not be transported over the highways on the same<br />

vehicles with explosives. [29 C.F.R 1910.109(d)(1)(iv)]<br />

TRANSPORTATION VEHICLES<br />

Vehicles used to transport explosives shall meet the following conditions [29 C.F.R.<br />

1910.109(d)(2)(i)]:strong enough to carry the load without difficulty and be in good<br />

mechanical condition.<br />

If the vehicle does not have a closed body, it shall be covered with a flameproof and moisture<br />

proof tarpaulin or other effective protection against moisture and sparks.<br />

Tight floors and any exposed spark-producing metal on the inside of the body shall be<br />

covered with wood or other non-sparking materials to prevent contact with packages of<br />

explosives.<br />

Packages of explosives shall not be loaded above the sides of an open-body vehicle.<br />

VEHICLE PLACARDING AND MARKING<br />

Every vehicle used to transport explosives shall be marked or equipped as follows:<br />

Exterior placards must be placed on each side and each end of any vehicle carrying Division<br />

1.1, 1.2, or 1.3 explosives (formerly Class A and B) regardless of the quantity being<br />

transported. [29 C.F.R. 1910.109(d)(2)(ii)(a) and 49 C.F.R. 172.504(a)]<br />

Exterior placards must be placed on each side and each end of any vehicle carrying 1,001<br />

pounds or more of Division 1.4, 1.5, or 1.6 explosives (formerly Class C). [29 C.F.R.<br />

1910.109(d)(2)(ii)(a) and 49 C.F.R. 172.504(c)]<br />

Placard color and markings shall be as specified in 49 C.F.R. 172.522 through 172.525.<br />

Numerous other Department of Transportation regulations apply in regards to shipping<br />

papers, driver training, and packaging of explosives. See 49 C.F.R. 171-173 for additional<br />

information.<br />
