I. SUBSTITUTE TEACHER<br />

Substitute teaching is an important educational component in our schools. <strong>School</strong>s; therefore, have<br />

procedures in place for ensuring that substitute teachers can have a positive impact on the quality of<br />

instruction provided while the classroom teacher is away. Each campus has designated procedures for<br />

creating and maintaining a substitute teacher plan folder. As a result, each campus dictates the requirements<br />

of this plan which includes lesson plans, seating charts, specific instructions, etc. Additionally, each campus<br />

will designate an administrator to oversee and support substitute teachers who are assigned to their building.<br />

II. ENCOUNTERS GIFTED AND TALENTED PROGRAM<br />

The Encounters Gifted and Talented Program is a state legislated and funded program. The Encounters Gifted<br />

and Talented uses the Texas Education Agency’s guidelines for Gifted and Talented Programs for assurances<br />

of compliance. The Encounters Program is an administrative handbook of policies and procedures. For more<br />

information please refer to the most current handbook. The handbook is reviewed every year and is updated<br />

when necessary. A brief review of school board policy and handbook procedures is presented here.<br />

Pursuant to Section 29.123 of the Texas Education Code, the State Plan forms the basis of G/T services and<br />

accountability. <strong>District</strong>s are accountable for services as described in the “in compliance” column of the State<br />

Plan where performance measures are included for five aspects of G/T services. These standards reflect<br />

actions required in state law and/or SBOE rule. Items in the “recommended” and “exemplary” columns<br />

support school districts with assistance in providing more comprehensive services.<br />

The board of trustees of a school district or the governing body of an open-enrollment charter school has<br />

primary responsibility for ensuring that the district or school complies with all applicable requirements of<br />

state educational programs (TEC 7.028).<br />

1.1C. Written policies on student identification are approved by the district board of trustees and disseminated<br />

to all parents (19 TAC 89.1).<br />

A. Screening<br />

1. All policies and procedures meet state guidelines and are school board approved.<br />

2. <strong>Aldine</strong>'s program is a subject-specific academic gifted and talented program. Students are<br />

screened for language arts and math in grades K-12. Students are screened for science and<br />

social studies beginning in fourth grade. Screening is on-going and takes place with new<br />

data/information.<br />

3. Students screened for the program go through a six-step process: nomination, identification,<br />

screening, testing, building screening committee, and placement. The screening uses<br />

multiple criteria (qualitative and quantitative) for placement.<br />

4. Assessment results are shared with parents/guardians. Parents/guardians have the right to<br />

appeal a placement decision and the program handbook describes the appeals process.<br />

5. All identified G/T students must have a folder that includes a signed matrix and data to<br />

demonstrate criteria used in selection. The program handbook describes the folder and all<br />

the forms to be included.<br />

6. No student may be placed into the program without the signed approval of the parent or<br />

guardian.<br />

7. Once identified, the students must be coded for PEIMS using the GATE program, the<br />

identified G/T student is coded with the appropriate subject code.<br />

8. G/T students are coded and are reflected on the October PEIMS. October PEIMS data on<br />

G/T students are used to evaluate the district's G/T program.<br />
