CONSORTIA RESPONSIBILITIES TO MEMBERS BY FUNCTION<br />

Random Testing<br />

Ensure each employee in the testing pool has an equal chance of being<br />

selected in each random draw.<br />

Ensure the random pool is current (i.e., including new hires and excluding<br />

employees on leave or discharge).<br />

Ensure that random testing is conducted at the required rate whether combined<br />

or separate pools are used.<br />

Develop a method to notify members of random selection, indicating in<br />

writing the type of test, testing cycle (day, week, month or quarter), and<br />

numbers selected.<br />

Ensure the list of randomly selected employees reaches the members with<br />

adequate time to complete testing within the testing cycle.<br />

Establish alternative notification procedures when the program manager is<br />

included in the pool.<br />

Develop a procedure to track selection, versus random tests completed.<br />

Ensure that the random selections are made as frequently as possible, but not<br />

less often than quarterly. The larger the pool size, the more frequent the<br />

selections.<br />

Specimen Collection<br />

Ensure specimen collection procedures are followed in accordance with 49<br />

CFR Part 40.<br />

Establish quality control methods to ensure collection sites meet DOT<br />

requirements, including:<br />

o Close geographic proximity to company<br />

o Ability to handle the number of tests required<br />

o Ability to test employees promptly<br />
