Does the transit agency have a procedure in place to ensure that the<br />

minimum number of tests is conducted?<br />

In 2001, the number of random drug tests to be conducted must equal at<br />

least 50 percent of the total number of safety-sensitive employees and 10<br />

percent for alcohol testing (a slightly higher number should be tested to<br />

allow for cancelled tests). If the transit system joins a consortium, the<br />

number of tests to be conducted may be calculated for each individual<br />

consortium organizational member or for the total number of safetysensitive<br />

employees within the consortium, but must equal 50 percent<br />

and 10 percent at a minimum.<br />

To account for fluctuating employee bases, does the transit agency base<br />

the number of random tests per testing period on the number of safetysensitive<br />

employees at the beginning of the testing period?<br />

Has the transit agency based the frequency of random number selections<br />

(quarterly, monthly, weekly, or daily) on the expected number of random<br />

tests each year? (See the Spring 1996 Update, page 3)<br />

Is group testing avoided?<br />

Is there a procedure in place to ensure that test dates are spread<br />

reasonably throughout the year in a pattern that is not predictable? Are<br />

tests distributed throughout the draw period, and throughout the<br />

day/shift?<br />

If safety-sensitive functions are performed on weekends and holidays,<br />

are tests performed on weekends and holidays?<br />

The number of tests conducted each week, month, or quarter should<br />

remain fairly constant. Testing should be performed at varying times<br />

throughout the work shift, on different days of the weeks, and at different<br />

times throughout the annual cycle. (Fall/Winter 1996 Update, page 5)<br />

Is the transit system aware that a random drug test can be performed any<br />

time an employee is on duty, whereas a random alcohol test can only be<br />

performed just before, during, or just after the performance of a safetysensitive<br />

job function?<br />

Are procedures in place to ensure that once the employee is notified that<br />

he or she has been randomly selected for a test they must proceed<br />

IMMEDIATELY to the testing site?<br />
