Has the transit agency provided educational materials that explain the<br />

requirements of the FTA’s alcohol rule and the agency’s policies and<br />

procedures?<br />

Has the transit agency provided safety-sensitive employees with<br />

information concerning the effects of alcohol misuse on individual<br />

health, work, and personal life and signs and symptoms of an alcohol<br />

problem? (Training safety-sensitive employees is not a requirement of<br />

the alcohol regulation, but is highly recommended).<br />

Has the transit agency trained all safety-sensitive employees on the<br />

effects of drug use and the indicators of drug use?<br />

Has the transit agency provided reasonable suspicion training to all<br />

supervisors that may be in a position to make reasonable suspicion<br />

determinations for drug and alcohol tests?<br />

⎯ Was the reasonable suspicion training at least 2 hours long--60<br />

minutes for the alcohol program and 60 minutes for the drug<br />

program (the transit agency can provide more than 2 hours of<br />

training to fully cover the information)?<br />

⎯ Did the reasonable suspicion training cover the topics required by<br />

FTA regulations (See page 5-17 and 5-19 in the <strong>Implementation</strong><br />

<strong>Guidelines</strong> for a training agenda that is compliant with<br />

regulations)?<br />

Does the transit agency have procedures in place to train all new hires<br />

and transfers into supervisory positions prior to the time they actually<br />

perform duties where reasonable suspicion determinations might be<br />

required?<br />
