Does the transit agency maintain records of external calibration checks<br />

of the EBT?<br />

Is the EBT stored in a secure place?<br />

Has the transit system made provisions for the use of a backup EBT for<br />

times when the primary EBT is unavailable (e.g., acquire a second EBT,<br />

arrange for a loaner, or arrange to use another transit system’s EBT)?<br />

If the transit system uses a non-evidential screening device, is it used<br />

only for initial alcohol screening tests and is it operated only by a<br />

qualified Screen Test Technician?<br />

BREATH ALCOHOL TECHNICIAN<br />

Has the transit system identified the person(s) that will serve as its<br />

BAT(s)? Has the transit system identified the person(s) who will serve<br />

as a backup BAT as well?<br />

Has the Breath Alcohol Technician:<br />

⎯ Basic information: Completed an NHTSA-approved course of<br />

instruction that provides training in the principles of EBT<br />

methodology, operation, and calibration checks?<br />

⎯ Part 40 and current DOT guidance?<br />

⎯ Qualification training: Completed training on the fundamentals<br />

of breath analysis for alcohol content, the procedures required for<br />

obtaining a breath specimen, and interpreting and recording EBT<br />

results?<br />

⎯ Initial proficiency demonstration: Demonstrated proficiency in<br />

the operation of the specific EBT he/she will be using?<br />

⎯ Received refreshed training every 5 years?<br />

⎯ Received error correction training following mistakes that<br />

resulted in a cancelled test?<br />

Has the transit system documented the training and testing proficiency of<br />

the BAT?<br />

Are policies in place to ensure that the supervisor of an employee to be<br />

tested for alcohol misuse does not serve as the BAT for that person’s<br />

test?<br />

Does the BAT transmit all results to the employer’s designated<br />

representative in a confidential manner (in writing, in person, by<br />

telephone, or other electronic means)?<br />
