other information relevant to their duties.<br />

Qualifications Training. SAP<br />

qualifications training must provide<br />

instruction on the background, rationale, and<br />

coverage of the DOT’s drug and alcohol<br />

testing program, Part 40, and DOT agency<br />

(i.e., FTA) drug and alcohol testing rules.<br />

The training must address the drug testing<br />

procedures including collections, laboratory<br />

testing and MRO role, problems in drug<br />

testing, as well as the alcohol testing<br />

procedures including the testing process, the<br />

role of BATs and STTs, and problems in<br />

alcohol testing.<br />

The training must include SAP<br />

qualifications and prohibitions, reporting<br />

and record keeping requirements, SAP<br />

communication with employers, MROs and<br />

treatment providers, and SAP issues. The<br />

SAP training must define the role of the<br />

SAP in the return-to-duty process, including<br />

the initial employee evaluation, referrals for<br />

treatment, the follow-up evaluation,<br />

continuing treatment recommendations, and<br />

the follow-up testing plan.<br />

Upon completion of the training<br />

requirements, the SAP must satisfactorily<br />

complete an examination administered by a<br />

nationally recognized professional or<br />

training organization.<br />

Continuing Education. During each 3year<br />

period marked from the date of the<br />

initial examination, the SAP must<br />

satisfactorily complete 12 hours of<br />

professional development relevant to<br />

performing SAP functions. The continuing<br />

education must address new technologies,<br />

DOT and modal agency (i.e., FTA)<br />

interpretations, recent guidance, rule<br />

changes, and other issues relevant to SAP<br />

practice. The continuing education activities<br />

must also include a documentable<br />

assessment of knowledge gained.<br />

on professional and technical training<br />

requirements.<br />

3. Proficiency Demonstration<br />

− Five Consecutive Error-Free Collections-Monitored<br />

4. Refresher Training (Every 5 Years)<br />

− Qualifications Training<br />

− Proficiency Demonstration<br />

5. Error Correction Training (Within 30 Days)<br />
