Chapter 5. TRAINING<br />

Training and educating your workforce<br />

and supervisors are major components of a<br />

successful drug and alcohol testing program.<br />

The benefits of the program are enhanced<br />

when your employees and supervisors<br />

understand your policies and procedures,<br />

why they are being implemented, and what<br />

their responsibilities are.<br />

Well-trained employees and supervisors<br />

help you achieve your safety goals and<br />

maintain program integrity, which reduces<br />

your program costs and liabilities, and<br />

improves company morale. The FTA<br />

regulations require specific training for<br />

safety-sensitive employees and their<br />

supervisors.<br />

The requirements with which you must<br />

comply are summarized in this chapter and<br />

corresponding sample course outlines are<br />

also provided in the Sample Documentation<br />

section.<br />

The regulations do not require you to<br />

provide any education or training for nonsafety-sensitive<br />

employees, nor do they<br />

require supervisory training for supervisors<br />

who will not be determining when to<br />

administer a reasonable suspicion test.<br />

Similarly, the regulations do not require<br />

refresher training for safety-sensitive<br />

employees. You are encouraged, however,<br />

to provide additional training beyond the<br />

requirements of the regulation under your<br />

own authority.<br />

EMPLOYEES<br />

The FTA drug and alcohol testing<br />

regulation (§655.14) requires each covered<br />

employer to establish an education and<br />

training program for all covered employees.<br />

The program must include a general<br />

education component, training for all safetysensitive<br />

employees, and training for all<br />

supervisors and/or other company officers<br />
