began in July 2012, provides hourly parking occupancy data (both available and in-use spaces)
as well as historical occupancy averages online. In addition, Vienna Station’s participant surface
lot features a real-time electronic “lot full” entrance sign.

Preferred Carpool Parking and Discounts
Carpooling allows for greater use of limited parking facilities by serving more transit customers
with the same number of parking spaces. The Metrorail Station Access Alternatives Study observed
that Bay Area Rapid Transit (San Francisco, California) and Tri-Met (Portland, Oregon) have
incentivized carpooling through preferred, designated parking spots and even discounts on
parking fees. Montgomery County operates a similar program in the Silver Spring District.
At these garages within Silver Spring, priority carpool spaces are available until 9:30 AM and
carpoolers can register for reduced monthly parking fees, which decrease as carpool sizes
increase. For example, monthly parking fees start at $113 per month for a single-occupant
vehicle, but are as little as $10 per month for a five-person carpool. Some restrictions apply, and
Montgomery County requires all members of the carpool to register to reduce fraud.

Enhanced Bus Connectivity
Bus ridership is already very high at Naylor Road Station, and it is estimated to continue to grow
into the future. Capitalizing on this growing demand with improved bus service would improve
the convenience for existing passengers and help attract new riders. Enhancing bus connectivity
can be achieved by increasing bus frequency, realigning routes to better serve passengers in a
timelier manner, and/or adding new routes. Implementing lower-cost neighborhood circulator
service may attract additional riders that would have otherwise driven to Naylor Road Station.
Hillcrest Heights south of the station would benefit the most from neighborhood circulator, as
other nearby neighborhoods are well served by existing transit.
