1.1 PRELIMINARY (continued) viii) Ensure a high level of amenity in building design for the occupants of the building through daylight access, acoustic control, privacy protection, natural ventilation, passive security design, outdoor open areas, landscape design, indoor amenity and storage provision. ix) Establish a network of lands that support biodiversity conservation, riparian restoration and ecological integrity. x) Ensure buildings and landscaping are designed for all age groups and degrees of mobility. xi) Provide traffic control measures and outcomes that manage and improve local traffic impacts and promote pedestrian safety. xii) Promote increased use of public transport, walking and cycling for people to become more physically active. 1.1.6 Relationship to Ku-ring-gai Planning Scheme Ordinance The KLEP 219 (Pymble Business Park) forms an amendment to the Ku-ring-gai Planning Scheme Ordinance (KPSO). This DCP conforms to the provisions of the KPSO as amended by KLEP 219 (Pymble Business Park) and is to be used in conjunction with that document for the assessment of all development applications. If there is any inconsistency between this DCP and the KPSO, the KPSO will prevail. Compliance with the provisions of this DCP does not necessarily guarantee that consent to a Development Application (DA) will be granted. Each DA will be assessed having regard to the LEP, this DCP, other matters listed in Section 79C of the EP&A Act and any other policies adopted by Council. Consistent application of the provisions of this DCP will be given high priority by Council. 1.1.7 Relationships to other DCPs This DCP is to be read in conjunction with all other DCPs applying to the Ku-ring-gai Planning Scheme Ordinance, including: - DCP 57 - Child Care Centres; - DCP 42 - Regulation of Brothels; - DCP 47 - Water Management; - DCP 56 - Notification; and - DCP 46 - Exempt and Complying. 1.1.8 Schedule of Amendments Date Amendment p 4 Draft Ku-ring-gai Pymble Buiness Park Development Control Plan 2012
1.2 STRUCTURE OF THIS DCP 1 How is the DCP set out? The DCP is structured to provide controls for all types of development within the Pymble Business Park. Parts 1 to 8 and Parts 10-13 apply to all forms of development. Part 9 contains additional controls for offi ce development which will be the predominant building type on this area. Part 1: Introduction This part contains general statutory information about how the DCP was prepared, the general aims of the plan and its relationship to the KPSO and Ku-ring-gai Local Environmental Plan 219 (Pymble Business Park) and other planning and design documents. This part also provides an overview of the structure of this DCP. Part 2: Definitions This part includes a series of defi nitions to clarify terms used in this DCP. Terms prescribed in the Standard Instrument (Local Environment Plans) Order 2006 also apply to this DCP. Part 3: Site Analysis This part outlines the requirements for a site analysis. A site analysis is required for all development proposals. A thorough analysis of the site and its context enables the consideration of relevant issues at the earliest stage of the design process. This helps to minimise costs and delays while supporting good location based design. Part 4: [Amalgamation and Subdivision This part provides guidance on amalgamation of multiple lots and strata subdivision. The controls provide detail on specifi c objectives and controls which are to be taken into account in amalgamation and subdivision. Part 5: Pymble Business Park - Precinct Specific Controls This part is structured to provide guidance for development on land identifi ed as a special area. There are a number of components: - Urban Precinct - Key Community Infrastructure - Building Setbacks - Built Form - Public Domain and Pedestrian Access - Heritage Conservation INTRODUCTION A set of site-specifi c performance-based provisions are provided to guide development in addition to the development controls in other parts of this DCP.
