Controls<br />

7 Control erosion and sedimentation by:<br />

i) Minimising the extent of disturbance;<br />

ii) Rapidly stabilising the disturbed areas;<br />

iii) Diverting clean runoff around work areas; and<br />

iv) trapping eroded sediment as close to the source as is practical.<br />

8 Provide for appropriate management of wastes, chemicals and fuel<br />

through:<br />

i) Appropriate storage and handling to prevent discharge of<br />

pollutants to waterways;<br />

ii) On-site containment of waste water from construction activities;<br />

iii) Appropriate storage and disposal of waste materials; and<br />

iv) Appropriate management and disposal of waste water.<br />

Note: Allowing pollutants (including sediment) to enter any waterway is an<br />

offence under the Protection of the Environment Operations Act 1997.<br />

Erosion and sediment control<br />

9 All activities that have the potential to pollute must comply with the<br />

requirements of the Protection of the Environment Operations Act<br />

1997 (POEO Act 1997).<br />

10 Erosion and sediment control are to be carried out in accordance<br />

with the Landcom document ‘Managing Urban Stormwater: Soils and<br />

Construction, 2006’ (the ‘Blue Book’).<br />

11 All development applications must be accompanied by an ‘Erosion<br />

and Sediment Control Plan’ (ESCP) that will describe the measures<br />

to be taken at development sites to minimise land disturbance<br />

and erosion and to control sediment pollution. An ESCP shall<br />

be prepared in accordance with Landcom “Managing Urban<br />

Stormwater, Soil and Construction”.<br />

12 Excavation of the site must be limited to the immediate construction<br />

area.<br />

13 Where materials are stockpiled on a site, no part of a stockpile is to<br />

be placed under the canopy of any tree that is to be retained.<br />

14 Waste (including skip bins) and construction materials,and<br />

equipment and sediment barriers must at no time be placed in public<br />

walkways, verges, <strong>Council</strong> roads or road reserves unless a permit<br />

has been obtained from <strong>Council</strong>, the prescribed fee has been paid<br />

to <strong>Council</strong> and the materials are stored subject to public liability<br />

insurance cover to the order of $20 million.<br />

Note: Under the Roads General Regulation 2000, signifi cant fi nes apply<br />

to the placing on the road (including footpath) of a thing likely to restrict /<br />

endanger road users.<br />
