Controls<br />

Management of wastes, chemicals and fuel<br />

Storage of hazardous and dangerous liquids<br />

15 The following controls apply to the storage of hazardous and<br />

dangerous liquids:<br />

i) Storage areas must be located well away from drains;<br />

ii) Bunding capable of retaining the full stored capacity must be<br />

constructed around the perimeter of all liquid storage areas;<br />

iii) Where possible, liquids must be stored indoors;<br />

iv) Outdoor storage areas for liquids must be roofed to prevent<br />

rainwater ente<strong>ring</strong> the bunded area unless roofing the area<br />

would render it unsafe; and<br />

v) Storage of liquids must be in accordance with AS1940: The<br />

Storage and Handling of Flammable and Combustible Liquids or<br />

any standard replacing that standard.<br />

Note: Under the POEO Act 1997, it is an offence to store hazardous and<br />

dangerous liquids (including oils, solvents, fuels, acids and paints) in such a<br />

way as to allow any water pollution incident to occur.<br />

Disposal of Wastewater<br />

16 Wastewater must be kept separate from stormwater. Wastewater<br />

must not enter any stormwater system either on or off the property.<br />

17 Washing and cleaning activities on commercial or industrial<br />

premises must be undertaken only within the confines of a bunded<br />

area.<br />

18 Wastewater must be retained on site and treated prior to disposal in<br />

accordance with NSW Department of Environment, Climate Change<br />

and Water and Sydney Water requirements.<br />

Environmental Site Management Plan<br />

19 A preliminary Environmental Site Management Plan (ESMP) must be<br />

prepared to accompany all development applications in accordance<br />

with the ‘Blue Book’, the environmental controls contained in this<br />

DCP and in accordance with <strong>Council</strong>’s DA Guide.<br />

20 The preliminary ESMP must demonstrate consideration by the<br />

applicant of the environmental effects of the proposed construction<br />

works and the means by which the construction site will be<br />

maintained throughout the construction process to ensure the<br />

optimum environmental outcome for the project.<br />

Once Consent is Granted<br />

21 A final Erosion and Sediment Control Plan(s) is (are) to be prepared<br />

in accordance with the ‘Blue Book’ and the conditions of consent.<br />
