The Coord<strong>in</strong>ated Children’s Services Initiative (CCSI) is an <strong>in</strong>teragency <strong>in</strong>itiative that supports<br />

localities <strong>in</strong> creat<strong>in</strong>g a system <strong>of</strong> care to provide structure and flexibility to ensure that children<br />

who are at risk <strong>of</strong> residential placement rema<strong>in</strong> at home with their families and <strong>in</strong> their<br />

communities. The program exists at a local community level (Tier I), County level (Tier II) and<br />

<strong>State</strong> level (Tier III). These children are most <strong>of</strong>ten those with serious emotional disturbance.<br />

Pr<strong>in</strong>ciples are based on the Child and Adolescent Services System.<br />

Units <strong>of</strong> Service: Count the total number <strong>of</strong> paid staff hours.<br />

3010 – Inpatient Psychiatric Unit <strong>of</strong> a General Hospital<br />

(Licensed Program)<br />

A licensed, 24 hr. <strong>in</strong>patient treatment program, that is jo<strong>in</strong>tly licensed by the <strong>New</strong> <strong>York</strong> <strong>State</strong><br />

<strong>Office</strong> <strong>of</strong> <strong>Mental</strong> <strong>Health</strong> and the <strong>New</strong> <strong>York</strong> <strong>State</strong> Department <strong>of</strong> <strong>Health</strong> and operated <strong>in</strong> a<br />

medical hospital. Includes full-time medical, psychiatric and social services and around-theclock<br />

nurs<strong>in</strong>g services for <strong>in</strong>dividuals with mental illness.<br />

Units <strong>of</strong> Service: Count one patient day as one unit.<br />

3040 – Home-Based Crisis Intervention<br />

(Non-Licensed Program)<br />

The Home-Based Crisis Intervention Program is a cl<strong>in</strong>ically oriented program with support<br />

services by a MSW or Psychiatric Consultant which assists families with children <strong>in</strong> crisis by<br />

provid<strong>in</strong>g an alternative to hospitalization. Families are helped through crisis with <strong>in</strong>tense<br />

<strong>in</strong>terventions and the teach<strong>in</strong>g <strong>of</strong> new effective parent<strong>in</strong>g skills. The overall goal <strong>of</strong> the program<br />

is to provide short-term, <strong>in</strong>tensive <strong>in</strong>-home crisis <strong>in</strong>tervention services to a family <strong>in</strong> crisis due to<br />

the imm<strong>in</strong>ent risk <strong>of</strong> their child be<strong>in</strong>g admitted to a psychiatric hospital. The target population for<br />

the HBCI Program is families with a child or adolescent ages 5 to 17 years <strong>of</strong> age, who are<br />

experienc<strong>in</strong>g a psychiatric crisis so severe that unless immediate, effective <strong>in</strong>tervention is<br />

provided, the child will be removed from the home and admitted to a psychiatric hospital.<br />

Families referred to the program are expected to come from psychiatric emergency services.<br />

Units <strong>of</strong> Service: Total number <strong>of</strong> paid staff hours.<br />

3070 - Shelter Plus Care Hous<strong>in</strong>g<br />

(Non-Licensed Program)<br />

A federally-funded program <strong>of</strong> hous<strong>in</strong>g assistance specifically targeted to the homeless mentally<br />

ill. Funds may be used for the payment <strong>of</strong> rent stipends up to the federally-established Fair<br />

Market rent, and associated adm<strong>in</strong>istrative expenses. OMH requires any not-for-pr<strong>of</strong>it agency <strong>in</strong><br />

receipt <strong>of</strong> these funds to report the funds <strong>in</strong> a separate program column. Shelter Plus Care
