Deficit Fund<strong>in</strong>g<br />

Deficit fund<strong>in</strong>g consists <strong>of</strong> those fund<strong>in</strong>g sources (i.e. <strong>State</strong>, Local Government, Voluntary<br />

Contributions, Non-funded) used to <strong>of</strong>fset the net operat<strong>in</strong>g costs. S<strong>in</strong>ce the overall<br />

budget/claim <strong>of</strong> an agency must balance, the net operat<strong>in</strong>g costs on l<strong>in</strong>e 43 must equal the total<br />

deficit fund<strong>in</strong>g on l<strong>in</strong>e 49.<br />

44. <strong>State</strong><br />

For each reported program, enter the anticipated amount <strong>of</strong> <strong>State</strong> funds to be applied<br />

aga<strong>in</strong>st the net operat<strong>in</strong>g cost on l<strong>in</strong>e 43. These <strong>State</strong> funds will partially or fully f<strong>in</strong>ance<br />

the net operat<strong>in</strong>g cost <strong>of</strong> the service provider. This <strong>in</strong>cludes any Federal pass through<br />

funds received from the fund<strong>in</strong>g DMH <strong>State</strong> Agency.<br />

45. Local Government<br />

For each reported program, enter the anticipated amount <strong>of</strong> local government (public)<br />

funds that will be used to f<strong>in</strong>ance the required match <strong>of</strong> <strong>State</strong> funds on l<strong>in</strong>e 44. Local<br />

government funds are funds raised by the county through a tax levy or some other<br />

means. Do not <strong>in</strong>clude the <strong>State</strong> or service provider share <strong>of</strong> the net deficit to be funded<br />

on this l<strong>in</strong>e.
