(OASAS).<br />

Depreciation<br />

The Consolidated Fiscal Report (<strong>CFR</strong>) does not <strong>in</strong>clude schedules detail<strong>in</strong>g depreciation<br />

expense on assets such as build<strong>in</strong>gs, equipment and vehicles. However, the service provider is<br />

required to ma<strong>in</strong>ta<strong>in</strong> depreciation schedules that <strong>in</strong>clude the follow<strong>in</strong>g m<strong>in</strong>imum <strong>in</strong>formation:<br />

• Description <strong>of</strong> Asset<br />

• Date <strong>of</strong> Acquisition<br />

• Cost at Acquisition<br />

• <strong>State</strong>/Federal Fund<strong>in</strong>g for Items<br />

• Salvage Value<br />

• Depreciation Method<br />

• Useful Life Used for Depreciation Purposes<br />

• Annual Depreciation Amount<br />

• Accumulated Depreciation<br />

The follow<strong>in</strong>g general rules shall apply for the calculation and report<strong>in</strong>g <strong>of</strong> depreciation<br />

expenses:<br />

• Assets hav<strong>in</strong>g a unit cost <strong>of</strong> $5,000 or more and a useful life <strong>of</strong> 2 years or more must be<br />

depreciated. Conversely, items hav<strong>in</strong>g a unit cost less than $5,000 or a useful life <strong>of</strong> less<br />

than 2 years may be expensed.<br />

• Group purchases <strong>of</strong> like items should be treated as a s<strong>in</strong>gle purchase. Group purchases<br />

<strong>of</strong> unlike items must be treated as if each item was purchased <strong>in</strong>dividually. Telephone<br />

systems and computer systems should be treated as a group purchase.<br />

• For <strong>CFR</strong> purposes, the depreciable base is calculated by tak<strong>in</strong>g the total cost <strong>of</strong> the<br />

asset and subtract<strong>in</strong>g the salvage value and the amount funded by <strong>State</strong> or Federal<br />

monies. (NOTE: Funds received via rates, prices, fees or net deficit fund<strong>in</strong>g should not<br />

be <strong>in</strong>cluded <strong>in</strong> the calculation <strong>of</strong> <strong>State</strong> and Federal monies.) If 100% <strong>of</strong> the cost <strong>of</strong> an<br />

asset is funded specifically by <strong>State</strong> or Federal monies, the asset cannot be depreciated
