CANADIAN JURISDICTIONS MODEL AND SOCIAL COSTS<br />

This chapter describes the modeling and estimation of social costs of motor<br />

vehicle collisions in all Canadian jurisdictions and for <strong>Canada</strong> in total.<br />

A. RAW DATA AND REVISIONS<br />

Raw data on motor vehicle collisions in 2004 for each jurisdiction were obtained<br />

from the Traffic Accident Information Database (TRAID) of Transport <strong>Canada</strong>. Exhibit<br />

VI-1 presents the data for 2004.<br />

Some of these data are not recorded in a manner consistent with the data used by<br />

the Ontario model. As a result we revised the data to reflect the format of the Ontario data<br />

as follows:<br />

• For Newfoundland and Labrador we estimated minimal injuries based on data for<br />

other injury categories for Newfoundland and proportions for Ontario across<br />

injury categories.<br />

• For Prince Edward Island, Manitoba, Saskatchewan, Nunavut, Northwest<br />

Territories and Yukon, vehicles listed as “Towed Away” were assigned to the<br />

“Severe” damage category.<br />

• For Newfoundland and Labrador, Nova Scotia, New Brunswick, Quebec, and<br />

Alberta, we distributed missing vehicle damage by collision severity based on<br />

proportions for Ontario.<br />

• For Quebec and Alberta we estimated missing minimal and minor injury<br />

categories based on data for other injury categories and proportions from Ontario.<br />

• For unknown injury severity categories for Manitoba, Nunavut, Northwest<br />

Territories and Yukon we redistributed the number of unknown based on<br />

proportions for available categories.<br />

Results of the revisions in the raw data for each jurisdiction are presented in<br />

Exhibit VI-2.<br />
