Both groups of respondents were also asked to indicate on the Likert scale
who should bear the costs of ISIT. Respondents see the communes and other units
of public administration as the main investors, although some private input is also
expected (figure 4). It is worth noting, that both communes representatives and
entrepreneurs expect the other side to provide more funds than they would allocate
themselves.
