PART THREE: APPLICATIONS AND CASE STUDIES IN PEACE AND<br />

WAR<br />

Part Three is composed of four chapters. They examine the impact,<br />

both potential and actual, of cyber technologies on military conflicts and<br />

peacekeeping operations.<br />

Chapter Seven examines how virtual processes can prevent or resolve<br />

conflict between participants. The chapter also describes how virtual processes<br />

were used to quell the fighting in Bosnia and how these processes offer hope as<br />

a crisis management, preemptive, or preventive means to stop conflict from<br />

occurring or to limit its spread.<br />

Chapter Eight examines the concept of information superiority as it<br />

applied to the NATO intervention in Kosovo in March of 1999. The conclusion<br />

drawn by the author is that even with total information superiority, NATO still<br />

was fooled by the Serbian armed forces on several occasions. This indicates<br />

that there is still much tension between IO theory and the practice of IO in the<br />

field.<br />

Chapter Nine explores the United Nation’s interest in exploiting cyberbased<br />

technologies to help the peacekeeper maintain law and order. In effect,<br />

peacekeepers are transforming into “policekeepers.” They must confront unruly<br />

mobs and criminal elements as well as maintain the peace. Cyber technologies<br />

can greatly assist their efforts.<br />

Chapter Ten outlines how Russia applied its IW concept in the second<br />

Russian-Chechen conflict (1999 and still ongoing as this chapter goes to print<br />

in the fall of 2005). A short summary of the Chechen application of the<br />

information-psychological aspect of IW is included. Students of military history<br />

can learn much about the low-intensity IW environment from a study of the<br />

experiences of both sides in this conflict.<br />
